HomeMy WebLinkAbout2007-10-23 - AGENDA REPORTS - NPDES PERMIT CONTR AWARD (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: October 23, 2007 y Robert Newman AWARD CONTRACTS FOR REVIEW OF ENGINEERING DOCUMENTS FOR NPDES PERMIT COMPLIANCE Public Works RECOMMENDED ACTION City Council award contracts to California Watershed Engineering (CWE) and AEI-CASC Engineering for the professional review of Urban Storm Water Mitigation Plans and Storm Water Pollution Prevention Plans for an initial term of three years with an option of two annual renewals in an amount not to exceed $85,000 per year, plus the cost of Consumer Price Index increases, from Account No. 14600-5161.002, for a total of $255,000 for the three-year term. 2. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event that issues of impossibility of performance arise and execute renewals in accordance with the terms of the contract, subject to City Attorney approval. BACKGROUND The municipal National Pollutant Discharge Elimination System (NPDES) Permit requires developers of certain developments/redevelopments to prepare engineering documents to prevent potential pollutants from entering the storm drain system. This regulation is met by requiring engineering documents such as the Urban Storm Water Mitigation Plan (USMP) and Storm Water Pollution Prevention Plan (SWPPP) for these developments. City staff requires the services of a qualified professional consultant to review these documents. Developers pay review fees to offset the costs. Staff went out to bid for this service under the Requests for Proposals (RFP) process. Engineering firms registered on an interest list, firms known by staff who conduct these services, and local engineering firms were invited to bid as part of this process. A total of 99 firms downloaded the RFP from the City website and staff received a total of seven proposals (list attached). The proposals were reviewed and evaluated based upon a list of standardized criteria. The top two firms that received the highest marks were interviewed by the evaluation team. leci )n f�e r ZZ, 64007 Based on the evaluation criteria and their performance in their interviews, staff recommends the following two firms, CWE and AEI-CASC Engineering be awarded contracts to provide timely report review services, field inspections, provide NPDES training, and other duties as anticipated in the next NPDES permit process. Depending on the complexity of the projects and/or to avoid any conflict of interest, City staff will have the flexibility to assign projects best suited to each firm. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds for this expenditure have been budgeted in Account No. 14600-5161.002 for Fiscal Year 2007/08.
