HomeMy WebLinkAbout2007-06-12 - AGENDA REPORTS - NRR TRAFFIC STUDY (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: June 12, 2007 Andrew Yi ENGINEERING AND TRAFFIC SURVEY STUDY FOR NEWHALL RANCH ROAD Public Works RECOMMENDED ACTION City Council certify the May 23, 2007 Engineering and Traffic Survey Study (Study); adopt a resolution establishing a fifty-five (55) mile per hour speed limit on Newhall Ranch Road between Rye Canyon Road and Vanderbilt Way; direct staff to implement the necessary signage changes brought about by adopting this Study; and request Sheriffs Department to continue the radar enforcement program on City streets and highways covered in this Study as soon as the signage changes are made. BACKGROUND The newly constructed section of Newhall Ranch Road, between Rye Canyon Road and Vanderbilt Way, was opened to public traffic on April 23, 2007. A location diagram is provided as attachment "A." Per Section 40802(b) of the California Vehicle Code, it is necessary that the speed limit be justified in an engineering and traffic survey to allow for the use of radar and laser enforcement. An engineering and traffic survey has been completed in conformance with the California Manual of Uniform Traffic Control Devices, and it was determined that fifty-five (55) miles per hour is the best speed limit to provide for the safe and orderly movement of traffic on this section of Newhall Ranch Road. The survey is presented in Attachment 'B." When appropriate signs are posted, the Sheriffs Department can enforce these speed limits with radar or laser technology. Using laser or radar technology is the safest and most effective way to control speed. Without radar or laser technology, speed enforcement becomes more complicated, Adopted:3y more time consuming, and less safe since police units must pace offending vehicles. This results in two, rather than one speeding vehicle on the roadway, the offender and the police unit. An effective radar or laser program can: • Lower prevailing vehicle speeds. • Lower vehicular accident rates. • Enhance overall highway safety. The Sheriffs Department has reviewed each recommendation of this Study and agrees with its findings. ALTERNATIVE ACTIONS 1. Leave this section of Newhall Ranch Road without an established prima facie speed limit until a later date. In that case the current maximum speed limit of 65 miles per hour would prevail 2. Other action as determined by the City Council. FISCAL IMPACT Work will consist of posting speed limit signs. Total cost will be less than $1,000.00. Adequate funds to cover these expenses are included in the Field Services Signing and Striping Maintenance Account No. 5214-7335. N/A Unusual conditions: Roadway is a new road with little existing development, but still has many driveways and access points. Many lame slower moving construction type vehicles are accessing the roadway during development of fronting properties.
