Administrative Services
RECOMMENDED ACTION
City Council: 1) adopt a resolution forming the City of Santa Clarita Open Space Preservation
District; 2) create fund 358 (Open Space Preservation District Fund); 3) increase revenue
account 358-4023.001 (Special Assessments) by $1,556,100; and, 4) appropriate $4,000 to
expenditure account 12592-5161.001 for the FY 07-08 levy of assessments.
BACKGROUND
On April 24, 2007, City Council adopted a resolution of intent to form an Open Space
Preservation District. A public hearing was held on July 10, 2007 regarding the proposed
formation of the Open Space Preservation District and levy of the assessments, and to consider
all oral and/or written statements, protests, and communications made or filed by all interested
persons. Following the conclusion of the public hearing, assessment ballots received by the City
were tabulated by the City Clerk. Ballot tabulation was completed on Friday, July 13, 2007 and
the results of the property owner assessment ballot tabulation are as follows: $409,974 of
assessment (69%) voted "yes" and $182,672 of assessment (31%) voted "no." Being
that a majority protest to creation of the Open Space Preservation District does not exist, City
Council can proceed with formation of the Open Space Preservation District by adopting the
attached resolution.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The formation of the Open Space Preservation District will provide funding for the acquisition of
open space. The estimated revenue collected from the Open Space Preservation District is
approximately $1,556,100 for fiscal year 07-08. The total estimated cost to fund the initial
year's levy of assessments is $4,000.
