SUBJECT: PARCEL MAP NO. 60953 (RESIDENTIAL SUBDIVISION -
MARKET STREET) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 60953 (Residential Subdivision —Market Street);
2. Make findings as follows: (a) that this project is consistent with the provisions of Sections
66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
3. Instruct the Director of Administrative Services to endorse the Special Assessment Certificate
on the face of Parcel Map No. 60953, which indicates that all special assessments levied by
the City have been paid;
4. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 60953, which
embodies the approval of said map; and
5. Instruct the City Engineer to endorse the Certificate on the face of Parcel Map No. 60953,
which provides for verification of substantial conformance with the Tentative Map and all
provisions of local ordinances and state laws applicable at the time of approval.

BACKGROUND
Tentative Parcel Map No. 60953 (Residential Subdivision — Market Street) was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code and approved by the Planning Commission on May 2, 2006. The map consisting of
approximately 1.2 acres is located on the northwesterly side of Market Street, 1,200 feet
southwesterly of Newhall Avenue, and is owned by the Phyllys Carver Testamentary Trust.
Prior to the incorporation of the City of Santa Clarita, the project site was developed with three
single-family residential homes. The map is creating three single-family residential lots, each
containing one of the existing residential units. Water rights have been previously secured for the
lots. No new residential units are being created; therefore, no Quimby, Transit Impact, or Bridge
and Thoroughfare fees are required.
The conditions set by the Planning Division staff have been met, and fees and the map have been
checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's Street Maintenance Budget.
No new residential units are being created; therefore, no fees are required.
