SUBJECT: PARCEL MAP NO. 62297 (COMMERCIAL DEVELOPMENT —
VALENCIA CORPORATE CENTER) - APPROVAL OF FINAL
MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 62297 (Commercial Development — Valencia
Corporate Center);
2. Accept on behalf of the public the offers of dedication and grant for public use the easements
for public use and road purposes; the right to restrict or prohibit any and all allowable uses,
including but not limited to, any and/or all development, improvements, grading, plantings or
removals, irrigation or construction within those areas designated as open space on the map;
and the right to prohibit the erection or construction of any buildings or structures within
Parcel 2;
3. Make findings as follows: (a) that this map is consistent with the approved tentative map
and that the conditions of approval on the tentative map have been satisfied; (b) that all
provisions of state laws and any local ordinances applicable at the time of approval of the
tentative map have been complied with; and (c) that this map is consistent with the General
Plan and any applicable specific plans;
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
(Statement) on the face of Parcel Map No. 62297, which indicates that all special assessments
levied by the City have been paid;
5. Instruct the City Clerk to endorse the Statement on the face of Parcel Map No. 62297, which
embodies the approval of said maps and the acceptance of the dedications shown thereon;
and
6. Instruct the City Engineer to endorse the Statement on the face of Parcel Map No. 62297,
which provides for verification of substantial conformance with the Tentative Map and all
provisions of local ordinances and state laws applicable at the time of approval.
BACKGROUND
Tentative Parcel Map No. 62297 (Commercial Development — Valencia Corporate Center) was
deemed to be in substantial conformance with the principles and standards required by the
Unified Development Code and approved by the Planning Commission on February 20, 2007 and
the City Council on April 10, 2007. The map consists of approximately 11.4 acres, is located on
the westerly side of Tourney Road and southerly of Wayne Mills Place, and is owned by Tourney
Plaza 11, LLC, a California Limited Liability Company and Tourney Plaza III, LLC, a California
Limited Liability Company.
The map is a subdivision of Parcels 5, 6, and 7 of Parcel Map No. 23349, Lot 2 of Tract Map
No. 36108, and Lot 1 of Tract Map No. 43742, and is creating eight lots for commercial
purposes. Water rights have been secured for the lots. The site is for commercial purposes only
and has no Quimby or Transit impact fee requirements. Bridge and Thoroughfare (B&T) fees
totaling $328,416.00 (per Valencia B&T District fees in effect at time of payment) have been
fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met, and fees and the map have been
checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's Street Maintenance Budget.
The developer is contributing the following amounts for the purposes described below:
