SUBJECT: PARCEL MAP NO. 62957 (COMMERCIAL CONDOMINIUMS,
RYE CANYON BUSINESS PARK) - APPROVAL OF FINAL MAP
AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 62957 (Commercial Condominiums — Rye Canyon
Business Park);
2. Make findings as follows: (a) that this project is consistent with the provisions of Sections
66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
3. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 62957, which indicates that all special assessments levied by the City have been
paid;
4. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 62957, which
embodies the approval of said maps and the acceptance of the dedications shown thereon;
and
5. Instruct the City Engineer to endorse the Certificate on the face of Parcel Map No. 62957,
which provides for verification of substantial conformance with the Tentative Map and all
provisions of local ordinances and state laws applicable at the time of approval.

BACKGROUND
Tentative Parcel Map No. 62957 (Commercial Condominiums — Rye Canyon Business Park) was
deemed to be in substantial conformance with the principles and standards required by the
Unified Development Code and approved by the Planning Commission on May 16, 2006. The
map consists of approximately 20.7 acres, located on the easterly side of Constellation Road, 250
feet southerly of Hercules Street, and owned by Discovery Gateway Spectrum II, LLC, a
California Limited Liability Company.
The map is a subdivision of Lot 16 of Tract Map No. 52673-03, and is creating one lot with 45
commercial/industrial condominium/air space units. Water rights have been secured for the lot.
The site is for commercial/industrial purposes only and has no Quimby and Transit impact fee
requirements. Bridge and Thoroughfare (B&T) fees totaling $291,694.00 (per the Rye Canyon
Development Agreement) were paid prior to building permit, as stipulated in the original
Conditions of Approval.
The conditions set by the Planning Division staff have been met, and fees and the map have been
checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's Street Maintenance Budget.
The developer is contributing the following amounts for the purposes described below:
Bridge and Thoroughfare Fee: $291,694.00
(Valencia District, Account No. 304-6191)
Transit Mitigation Fee: N/A
Quimby Fee: N/A
