RECOMMENDED ACTION
Councilmember Boydston submit nomination to the entire Council for approval of appointment
to fill an unexpired term on the Parks, Recreation and Community Services Commission.
BACKGROUND
As a result of Karin Nelson's resignation from the Parks, Recreation and Community Services
Commission, effective June 8, 2007, a notice of unscheduled vacancy was posted on Wednesday,
June 27, 2007, in the City Clerk's Office, in the kiosk outside the Council Chamber and at each
of our three local libraries, in compliance with Government Code Section 54974. The Notice of
Vacancy was published in The Signal on Saturday, June 30 and Tuesday, July 3, 2007.
Information and an application form have also been available on the City's website.
The deadline for receipt of applications was Friday, July 27, 2007, at which time the City
Council Secretary submitted copies of the applications received to the nominating authority of
the City Council, Councilmember Boydston, as well as other members of the City Council. A
list of applicants is attached.
The term of office will expire on July 31, 2008. It is anticipated that the newly appointed
Commissioner will be seated at the September 6, 2007 Parks, Recreation and Community
Services Commission meeting.

NOTICE OF UNSCHEDULED COMMISSION VACANCY
NOTICE IS HEREBY GIVEN that the City Council of the City of Santa Clarita encourages
residents to apply for a position on the Parks and Recreation Commission. One unexpired
term of office on the Commission ends on July 31, 2008; the term had previously been filled
by Karin Nelson but is vacant effective Junp 8, 2007 due to her resignation. Applicants
must also submit three letters of recommendation with their application.
Applicants must be 18 years or older and must maintain their principal residence in the
City of Santa Clarita during their term of office. Residents may obtain applications or
further information from the City Clerk's Office by calling 661-255-4391 or on the City's
website, www.santa-clarita.com. The deadline for submitting an application to the City
Clerk's Office is 5:00 p.m., Friday, July 27, 2007.

It is with pleasure that I am able to write this letter in support of Gerry Dry's application
to fill the unscheduled vacancy on the Parks and Recreation Commission of Santa Clarita.
I have known Jane and Gerry Dry since they moved to Santa Clarita several years ago
from Orange County. During that time I have interacted with Gerry as we function
within our neighborhood, Bridgeport Community Association. I have found Gerry to be
a thoughtful articulate team player, putting the group's needs ahead of his own and he is
willing to do whatever needs to be done. Gent' is knowledgeable when consulted but not
pushy. He is enthusiastic about sports and recreation, be it rooting for his favorite
baseball or soccer team or supporting his wife and grandchildren in their athletic and
exercise activities.
I feel Gerry will make an excellent commission member, especially in being sensitive to
the needs of our extensive community of active senior citizens. If I can provide any

Reasons for wanting to serve.
I have been a resident of the Santa Clarita Valley for more than 32 years. I have
observed the growing population here first hand. Part of that growing population was my
2 daughters. They did not have many of the amenities that the City of Santa Clarita now
boasts. It is my desire to ensure that the current and future children of Santa Clarita will
have the parks and open space and recreational facilities that many of their families
moved here for.
Qualifications or Experience.
The period of this appointment is likely to be an abbreviated one. Having served on the
Commission as a member from 1999 to 2001 and as Chair from 2001 to 2002 I believe I
am the best choice for the job. The learning curve will be minimal since I am familiar
with practically all projects on the Commission's priority list and how the Commission
performs. Additionally, I am familiar with many of the City staff with whom I may have
to work.

It is my privilege to recommend Mr. Duane Harte for a position on the Parks, Recreation and Community
Services Commission for the City of Santa Clarita.
I have the highest regard and respect for Mr. Harte and find his honesty, integrity and personal values to
be of the highest caliber. I have known him for many years and have been involved with him both
personally and as members of community organizations. As a member of the board of trustees of the
Santa Clarita Community College District for over 25 years, as a businessman and a member of the board
of directors of several non-profit civic organizations, I have had the pleasure to observe and work with
him on many community events.
As a Newhall resident since childhood, I have known most of the prominent leaders of our community.
In that category of leaders, I continue to be impressed with Duane's leadership and his commitment to
making Santa Clarita the finest city that it can be.
Duane moved his family to our valley in 1974 and his business, Academy Addressing & Mailing
continues to serve the San Fernando and Santa Clarita Valleys. His first community involvement was
with the Friends of Mentryville where the history of Santa Clarita became a great passion with him. He
became a board member and was elected president of The Friends of Mentryville and the Santa Clarita
Historical Society.
He was named "Santa Clarita Man of the Year" and was elected president of the Santa Clarita Valley
Chamber of Commerce. Being a board member was usually followed by being elected president of most
organizations. Some of those organizations include the Veteran's Memorial Committee, Friends of the
Library, Santa Clarita Valley Parade Committee and the Committee on Aging.
Duane's dedication to the preservation of downtown Newhall was rewarded by his appointment to the
Newhall Redevelopment Agency board of directors. While serving on the board, his vision for the
redevelopment of downtown Newhall has always been to provide an atmosphere where people are

walking the streets at night, doing things, eating in restaurants, going to the theater, shopping or just
enjoying the company of others.
He recently served on the Parks, Recreation and Community Services Commission and has a strong
knowledge background of it's operation. There's no learning curve with Duane Harte, he's ready to hit
the road running! He knows that Santa Clarita is still far behind in the number of park acres per 1,000
people, but thinks that the quality that we provide far exceeds anything that you might see in any nearby
city or county area.
Duane has demonstrated a high level of leadership and commitment while chairing committees and
participating in community activities. He is not only dependable but takes the initiative to get the job
done. He works hard, sets goals and follows through. He has a charismatic personality and a great sense
of humor and enjoys working with people and respects the individual needs and differences in people. He
also has the ability to make hard decisions and stick by those decisions.

sector. Duane is also a consummate listener that gives him the ability to counsel and advise through

Valley Chamber of Commerce, where he was Chairman of the Board in 2004. Duane
puts his heart and soul into any board, committee or community event where he gets
