HomeMy WebLinkAbout2007-03-27 - AGENDA REPORTS - PRESERVATION AD HOC CMTE (2)Agenda Item: ( O CITY OF SANTA CLARITA AGENDA REPORT NEW BUSINESS City Manager Approval: Item to be presented by: Councilmember Weste DATE: March 27, 2007 SUBJECT: PRESERVATION OF UNDEVELOPED LAND AD-HOC COMMITTEE UPDATE DEPARTMENT: City Manager's Office RECOMMENDED ACTION City Council receive ad-hoc committee update, and direct staff to begin necessary preparations to pursue an undeveloped land preservation district. BACKGROUND At the October 24, 2006 City Council meeting, a number of community members spoke in support of preserving undeveloped land and asked the Council once again to support the exploration of a funding mechanism to finance the purchase of undeveloped land. Subsequently, on November 14, City Council approved the creation of an ad-hoc committee, composed of Bob Kellar and Laurene Weste, to review this issue and provide recommendations to City Council for action. Over the past few months, the ad-hoc committee has had several meetings with a citizens' committee to discuss the 2005 preservation effort, the lessons learned, and to determine if broad-base interest exists to pursue a new effort. In addition, the ad-hoc committee worked with a public opinion pollster to gauge the opinion of our residents on their thoughts, feelings, and attitudes with regard to preserving undeveloped land. We have determined there is sufficient interest for staff to pursue the creation of a preservation district under the following parameters: • $25 annually per single-family home • No more than a $1 -per -year adjustment • The preservation district sunsets in 30 years • Focus preservation district on purchasing and preserving undeveloped land After careful consideration, the ad-hoc committee recommends Council direct staff to make and undertake the necessary preparations to pursue this initiative. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact from this recommendation.
