SUBJECT: ANNEXATION OF TERRITORY INTO STREETLIGHT
MAINTENANCE DISTRICT NO. 1 (ANNEXATIONS L -77A AND
L-83)
DEPARTMENT: Administrative Services
RECOMMENDED ACTION
1) "City Council adopt a resolution to initiate the annexation and formation proceedings for two
annexations into Streetlight Maintenance District No. 1.
2) City Council approve the Engineer's Report for the above, and call for and set the Public
Hearing for April 10, 2007.
BACKGROUND
Streetlight Maintenance District (SMD) No. 1 was established to collect funds to cover the
expenses for energy and maintenance of streetlights in the City. These costs are billed by the
Southern California Edison Company to the City for approximately 14,000 streetlights.
Annexation of territory into the SMD No. 1 is a procedural matter. The developers are required
to annex their developments into SMD No. 1 as a condition of development to provide for the
installation and maintenance of streetlighting, traffic signals, and appurtenant facilities. The
territories to be annexed into the SMD are Annexation L -17A and Annexation L-83; for a
detailed description of each Annexation please refer to the Assessment Roll, page 6-1 of
the Assessment Engineer's Report (on file with the City Clerk and open for public inspection).
All property owners included in these annexations will be mailed assessment ballots which will
be tabulated at the Public Hearing held on April 10, 2007. Barring a majority protest at the
Public Hearing, the City Council will be asked to give final approval of the annexations at that
time.
ALTERNATIVE ACTION
1) Do not annex the territory into the District.
2) Other direction as determined by City Council.
FISCAL IMPACT
The total estimated revenues collected from all parcels within the SMD annexations for annual
maintenance expenditures will be $13,808.56 and will adjust annually by CPI.
