HomeMy WebLinkAbout2007-01-09 - AGENDA REPORTS - STONECREST NORTHPARK LMD TRSFR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item:_ CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: January 9, 2007 w4hwo� Dennis Lu V ens ..pp JOINT RESOLUTIONS BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF SANTA CLARITA TO TRANSFER THE LANDSCAPE MAINTENANCE DISTRICTS (LMD) FOR NORTHPARK AND STONECREST FROM THE COUNTY TO THE CITY, AND APPROPRIATE FUNDS FOR STONECREST LANDSCAPE OPERATIONS INTO THE FY 06-07 BUDGET Administrative Services RECOMMENDED ACTION City Council adopt the attached resolutions transferring Landscape Maintenance District (LMD) administration and maintenance responsibilities for Northpark (Zone T-47) and Stonecrest (Zone T-52) from the County of Los Angeles to the City of Santa Clarita. 2. City Council authorize increase of revenue account 401-61841 by $414,700 from funds that will transfer from the County to the City in February and May of 2007, and authorize appropriation of $182,600 for operations and maintenance of Stonecrest through June 30, 2007 into the accounts listed in Attachment A. 3. City Council authorize City Manager or designee, subject to City Attorney approval, to execute the contract renewals in accordance with the terms of the existing Los Angeles County landscape contract for Stonecrest, and/or modify the contract in the event that issues of impossibility of performance arise for an amount not to exceed $182,600. BACKGROUND Last year, the communities of Northpark and Stonecrest were annexed into the City. Both communities have significant LMD responsibilities within their boundaries. These LMDs are currently administered and maintained via landscape contracts managed by the County of Adopted: 21 Los Angeles, Department of Parks and Recreation. The City and County have agreed to transfer the LMDs pursuant to Section 22612 of the State Streets and Highways Code. This is accomplished through the adoption of the attached joint resolutions. Northpark was annexed in March 2006, and its operational budget was included in the FY 06-07 City Budget approved in June 2006. Stonecrest was annexed in July 2006 and requires a budget appropriation as recommended herein. The FY 06-07 assessments for Northpark and Stonecrest were levied by the County. These assessments are projected to be $559,125 and $322,000 respectively. Expenditures for the same year are estimated to be $504,546 and $365,316 respectively. The June 30, 2007 estimated ending fund balances are $943,176 for Northpark and $254,684 for Stonecrest. Sixty percent of these combined funds received by the County (minus current year expenditures) will transfer to the City on February 16, 2007, and the remaining balance will transfer on May 15, 2007. The splitting of the transfer allows the County to pay invoices received after February 16, 2007 for services rendered before February 16, 2007. The City of Santa Clarita will levy the FY 07-08 assessment for both communities. A new landscape contract for Northpark will ,begin on February 17, 2007. Bids for a new landscape contract for Stonecrest were received, and the lowest bid was $257,120, which is $95,120 more than the existing contract under the County of $162,000. To keep annual expenditures equal to revenues, landscaping costs need to be maintained at their present level. Staff has the option to assume the existing County landscape contract for Stonecrrest, which has two option years remaining. Staff may proceed with the existing landscape contract while evaluating landscape operations. Staff is currently evaluating water usage, and if a cost savings can be realized, staff will seek to increase the current level of landscaping services. ALTERNATIVE ACTIONS Other actions as directed by the City Council. FISCAL IMPACT No impact to the General Fund. Budget appropriations for Northpark are included in the FY 06-07 Budget. The Stonecrest budget appropriation request for FY 06-07 can be found on Attachment A.
