SUBJECT: TRACT MAP NOS. 49621-03 AND 49621 (STETSON RANCH,
FORMERLY CALLED WES THOMPSON RANCH) - APPROVAL
OF FINAL MAPS AND ACCEPTANCE OF OFFERS OF
DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map Nos.49621-03 and 49621 (Stetson Ranch, formerly called
Wes Thompson Ranch);
2. Accept on behalf of the public the offers of dedication and grant for public use the easements
for public use and road purposes; the easements for sanitary sewers and sanitary sewer
ingress and egress purposes; all sanitary sewers and appurtenant structures; and the right to
restrict or prohibit any and all allowable uses, including but not limited to, any and/or all
development, improvements, grading, plantings or removals, irrigation or construction within
those areas designated as open space on the maps;
3. Make findings as follows: (a) that these maps are consistent with the approved tentative map
and that the conditions of approval on the tentative map have been satisfied; (b) that all
provisions of state laws and any local ordinances applicable at the time of approval of the
tentative map have been complied with; and (c) that these maps are consistent with the
General Plan and any applicable specific plans;
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Tract Map Nos. 49621-03 and 49621, which indicates that all special
assessments levied by the City have been paid;
5. Instruct the City Clerk to endorse the Statement on the face of Tract Map Nos. 49621-03 and
49621, which embodies the approval of said maps and the acceptance of the dedications
shown thereon; and
APPROVED
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map
Nos. 49621-03 and 49621, and pursuant to the conditions for the final approval of said maps
for which security has been posted, shall be constructed and completed; and to endorse the
Statement on the face of Tract Map Nos. 49621-03 and 49621, which provides for
verification of substantial conformance with the Tentative Map and all provisions of local
ordinances and state laws applicable at the time of approval.
BACKGROUND
Tract Map Nos. 49621-03 and 49621 are the final two phases of Tentative Tract Map No. 49621
(Stetson Ranch, formerly called Wes Thompson Ranch). The project was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code and approved by City Council on June 26, 2001.
Tract Map No. 49621-03, consisting of approximately 7.98 acres, is located a quarter mile north
of Soledad Canyon Road. Tract Map No. 49621, consisting of approximately 15.83 acres, is
located east of Sand Canyon Road and at the northern terminus of Spencer Drive and Megan
Drive. The property contained by both tracts is owned by Thompson Ranch Joint Development,
LLC, a Delaware Limited Liability Company.
Tract Map No. 49621-03 is a subdivision of Lot 123 of Tract Map No. 49621-02 and is creating
three lots; which will have a fire station, a pump station for the Newhall County Water District,
and an open space lot. Tract Map No. 49621 is a subdivision of Lots 1 and 3 of Tract Map
No. 25687 and is creating 88 lots, consisting of 77 single-family residence lots and 4 open space
lots.
Water rights have been secured for all lots. The Bridge and Thoroughfare (B&T), Quimby, and
Transit requirements have been fully satisfied by payment under Tract Map No. 49621-01 for
Tract Map No. 49621-03. The B&T fees totaling $1,222,760.00 (per Eastside B&T District fees)
and Transit fees totaling $15,400.00 for Tract Map No. 49621 shall be fully satisfied prior to map
recordation, as stipulated in the Conditions of Approval. The Quimby requirements for Tract
Map No. 49621 have been fully satisfied by payment under Tract Map No. 49621-01.
The conditions set by the Planning Division staff have been met. Fees and the maps have been
checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
Seven (7) new public streets are being dedicated to the City on Tract Map No. 49621. The
maintenance of these streets will impact the City's Street Maintenance budget.
The developer is contributing the following amounts for the purposes described below:

Transit Mitigation Fee: Satisfied under Tract Map No. 49621.01
