TRACT MAP NO. 53425-03 (RIVER VILLAGE) - APPROVAL OF
FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map No. 53425-03 (River Village);
2. Accept on behalf of the public the offers of dedication for public use, the easements for
public use and road purposes; the right to restrict direct vehicular ingress and egress to
Newhall Ranch Road and Santa Clarita Parkway; the easements for private and future streets;
the easements for sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary
sewers and appurtenant structures; the easements for covered storm drain, appurtenant
structures, ingress and egress purposes; the easements for public use and trail purposes; the
right to restrict or prohibit any and all allowable uses, including but not limited to, any and/or
all development, improvements, grading, plantings or removals, irrigation, or construction
within those areas designated as open space on the'map; the easements for ingress and egress
purposes; the right to restrict or prohibit the erection or construction of any buildings or
structures within the restricted use areas so designated on the map; and the easements for
landscape maintenance purposes;
Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;

4. Instruct the Director of Administrative Services to endorse the Special Assessment Certificate
on the face of Tract Map No. 53425-03, which indicates that all special assessments levied by
the City have been paid;
Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53425=03,
which embodies the approval of said map and the acceptance of the dedications shown
thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on. Tract Map No.
53425-03, and pursuant to the conditions for the final approval of said map for which security
has been posted, shall be constructed and completed; and to endorse the Statement on the
face of Tract Map No. 53425-03, which provides for verification of substantial conformance
with the Tentative Map and all provisions of local ordinances and state laws applicable at the
time of approval.
BACKGROUND
Tract Map No. 53425-03 is the third phase of Tentative Tract Map No. 53425 (River Village),
which was deemed to be in substantial conformance with the principles and standards required
by the Unified Development Code and approved by the City Council on May 24, 2005. The map
consisting of approximately 129 acres is located east of Bouquet Canyon Road and south of the
Newhall Ranch Road extension. The property is owned by The Newhall Land Company, a
California Limited Partnership.
This map is creating 281 lots (219 single-family residential lots, 1 recreation site lot, 35 open
space lots, 1 private and future street lot, 5 City river trail lots, 2 City public park lots, 1 City lot,
1 water quality/debris basin lot, 15 private driveway and fire lane lots, and 1 Valencia Water
Company lot). Water rights have been secured for all lots.
Trail requirements are being met by the construction of a 16 -foot wide public pedestrian/bike
path and a 12 -foot wide public equestrian trail beginning at the future public park located within
this phase and continuing east along the northerly edge of the Santa Clara River to the easterly
phase boundary..
The Bridge and Thoroughfare Fee (B&T) totaling $3,427,350 (per Bouquet Canyon B&T District
fees) for this phase are being met by the construction of Newhall Ranch Road and Santa Clarita
Parkway; the total estimated cost for the two streets is approximately $17.5 million.
The Quimby Fee of $2,677,170 is being satisfied by the construction of a new public park within
this phase, meeting the Parks Division requirements; bonds have been posted for the public park
improvements.
The Transit Mitigation Fee for this phase has been satisfied by payment of $43,800.
The conditions set by the City Council have been met and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The seven public streets shown on the map will be dedicated to the City. The maintenance of
these streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fee (Satisfied by construction of public streets): $3,427,350

Quimby Fee (Satisfied by construction of park/recreation areas): $2,677,170

Quimby Fees: The Quimby Fee of $2,677,170.00 is being satisfied by the construction of a
new public park within this phase, meeting the Parks Division requirements;
bonds have been posted for the public park improvements.
Transit Fees: The Transit Mitigation Fee for this phase has been satisfied by payment of

School Fees: All appropriate school fees will be paid at the time of building permits.
