TRANSIT MAINTENANCE FACILITY, PROJECT NO. F0003 -
PROJECT ACCEPTANCE

RECOMMENDED ACTION
1. City Council accept the construction of the Transit Maintenance Facility, Project No. F0003,
completed by Fedcon General Contractors, Inc.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the 5 percent retention 35 days after the Notice of Completion is
recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On November 25, 2003, the City Council awarded Fedcon General Contractors Incorporated the
construction contract for the Transit Maintenance Facility (TMF) located at 28250 Constellation
Road in the Rye Canyon Business Park. Phase I of this new facility was built to accommodate the
operations, maintenance, and administrative functions of the City's transit system based on its
current and expansion projections over the next five to ten years. The TMF includes:
• 22,000 -square -foot administration office building
• 25,000 -square -foot bus maintenance building
• Automated bus wash
• Transit fueling station
• Parking to accommodate up to 150 buses
The construction of the facility was substantially completed to the satisfaction of the City
Engineer on April 28, 2006. The facility has been occupied and in operation since May 1, 2006.
Additionally, Fedcon has now completed construction work in every detail, and the TMF is now
ready for City Council acceptance.
Under City Council's direction, the City led by example, designing and constructing its first
environmentally -friendly facility. In December 2006, TMF was awarded US Green Building
Council's (USGBC) Gold Certification under the Leadership in Energy and Environmental
Design (LEED) green building rating system. The TMF successfully utilizes green building
strategies to provide a cost-effective, healthy, and resource -efficient facility, demonstrating the
City's commitment to greener development and responsible public policy.
The total cost of the construction contract was within budget amounting to $17,710,199.51. The
City received Federal Transit Administration (FTA) funding for 80 percent of the construction
cost, and used Proposition A and Proposition C local funding to pay for the remaining 20
percent.

FISCAL IMPACT
The TMF is a federally -funded transit project, with 80 percent of the total project cost funded by
FTA grants and 20 percent funded by Proposition A and Proposition C local match contributions.
All construction phase expenditures were adequately funded within the TMF budget.
