SUBJECT: AWARD CONTRACT FOR TRANSIT OPERATIONAL
PERFORMANCE, COST BENEFIT ANALYSIS, AND
ASSISTANCE WITH SERVICE OPERATIONS RFP
DEVELOPMENT (TR -06-07-56)

RECOMMENDED ACTION
City Council:
1. Award contract to Connectics Transportation Group for Transit Operational Performance,
Cost Benefit Analysis, and Assistance with Service Operations RFP Development
(TR -06-07-56) in an amount not to exceed $57,477.
2. Authorize a contingency of 10% of the award, or $5,747.
3. Authorize a budget transfer from account #2460-8084 to account #2460-8110 in the amount
of $63,224.
4. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
Since its inception in July 1992, City of Santa Clarita Transit contracted with private contractors
to operate fixed -route, commuter express, and dial -a -ride services. The City's current contract for
public transportation services ends in August 2007. The Transportation Development Plan
completed in 2006 estimates the City's transit system will need to grow by 58 percent over the
next ten years to keep up with increasing demand.

The overall goal of this study is to determine the inherent deficiencies of the current service
operations contract and develop a new service operations Request for Proposal that will improve
City of Santa Clarita Transit's efficiency and effectiveness over the next five to ten years.

The proposals were evaluated on the following criteria: 1) Understanding of the project
requirements, 2) staff qualifications, 3) experience and references, and 4) project cost. Each
criteria was equally weighted. Based on the evaluation, Connectics Transportation Group ranked
highest, and staff recommends that Connectics Transportation Group be awarded the Transit
Operational Performance, Cost Benefit Analysis, and Assistance with Service Operations RFP
Development (TR -06-07-56).

Other action as determined by the City Council.
FISCAL IMPACT
Funds for this expenditure, in the amount of $63,225, will require a budget transfer from account
#2460-8084 to account #2460-8110. No general funds will be used for this project.
