HomeMy WebLinkAbout2007-03-06 - MINUTES - JOINT STUDY SESSION (2)CITY OF SANTA CLARITA City Council Planning Commission Parks, Recreation, and Community Services Commission Joint Study Session March 6, 2007 Call to Order: 5:30 p.m. Roll Call Council: All Councilmembers were present. Roll Call Planning Commission: All Commissioners were present. Roll Call Parks, Recreation, And Community Services Commission: All Commissioners were present with the exception of Commissioner Nelson. Flag Salute: Ken Striplin, Assistant City Manager, led the flag salute. ITEM 1 NON -MOTORIZED PLAN AND ORANGELINE HIGH SPEED MAGLEV — Mayor McLean introduced Al Perdon, Executive Director of the Orangeline High Speed Maglev, who gave a presentation on the Maglev stating that it is proposed as an elevated transportation system that would provide high-speed service between Irvine and Palmdale, with stations located at key locations along the 108 -mile route, including one in Santa Clarita. Council / Planning Commission / Parks, Recreation, and Community Services Commission questions, concerns and comments included: whether the Maglev will follow freeway or rail right-of-way; how it will connect to Metrolink Stations; the strategy used in determining route; obtaining private funding; how will the Maglev be integrated into existing transportation options and deliver riders to their final destination; the cost of the Maglev technology and the added value it may provide to citizenry. Due to time constraints, consensus to hear Item 2 and return to the Non -Motorized Plan portion of Item 1 as well as Public Participation immediately following. ITEM 2 PARKS, RECREATION, AND OPEN SPACE MASTER PLAN UPDATE —Ken Striplin, Assistant City Manager, introduced Rick Gould, Director, Parks, Recreation and Community Services. Mr. Gould pointed out that the current Parks and Recreation Master Plan was adopted in 1995 and is now 12 years old. Since that time, the City has experienced significant growth, which has impacted recreation services and facilities, as well as the relationship between open space and developed land. Mr. Gould then introduced Elena Galvez, Management Analyst, and Tom Reilly, Park Development Administrator, who gave a PowerPoint presentation outlining the objectives of the 2007 Master Plan Update as well as the accomplishments to date. Council / Planning Commission / Parks, Recreation and Community Services Commission questions, concerns and comments included: our City being a poster child of success due to community and City staff working together; being a healthy community that recreates together; looking ahead and using the Master Plan when scheduling priorities; appreciation of the opportunities for public input; identifying strategies for additional open space that would include Council's desire for a greenbelt around the City; and the inclusion of trails in the Master Plan Update. There were no requests to speak on this item. ITEM 1 NON -MOTORIZED PLAN — Andrew Yi, City Traffic Engineer, gave a synopsis of the Santa Clarita Non -Motorized Plan stating that it will help guide the future of bicycle and pedestrian facilities, paseos, and trails within the City. The plan is being developed with extensive input from the community and seeks to meet the community's needs and desires for pleasant, enjoyable, and safe places to bicycle and walk. Council / Planning Commission / Parks, Recreation and Community Services Commission questions, concerns and comments included: integrating alternate modes of transportation and becoming a 215` century community; modifying speed limits to get more bicycles out on the road; accommodating bicyclists as well as pedestrians; safety issues; and the possibility of including Sand Canyon Trail as part of the Non - Motorized Plan.
