Joint Study Session
June 5, 2007
Call to Order: 5:30 p.m.
Roll Call Council: All Councilmembers were present.
Roll Call Planning Commission: All Commissioners were present, with the exception of
Commissioner Kennedy (who entered the meeting at 6:20 p.m.) and
Chair Burkhart.
Flag Salute: Mayor McLean led the flag salute.
ITEM 1 PRESENTATION OF DRAFT NORTH NEWHALL SPECIFIC PLAN;
DISCUSSION OF ARCHITECTURAL DESIGN GUIDELINES — Mayor McLean
announced that the North Newhall Specific Plan (NNSP) discussion would be held first
with the Architectural Design Guidelines to follow. Councilmember Weste recused
herself from participating on the North Newhall Specific Plan discussion due to the
proximity of her residence to the subject property.
Ken Pulskamp, City Manager, provided an overview of the specific plan and introduced
Jason Smisko, Senior Planner, who presented a PowerPoint presentation introducing the
Draft NNSP, describing the process to date, summarizing key issues and detailing the
next steps. Stefanos Polyzoides discussed the illustrative plan and the proposed
residential and non-residential program as compiled following the public charrettes.
Public comments were heard from Valerie Thomas expressing concern with one
ingress/egress point with the numbers being developed and the Lyons/Dockweiler
crossing; Karl Kanowsky urging preservation of the Circle J neighborhood; Ben Curtis
representing the Placerita Canyon HOA expressing concern that the Placerita Canyon
Special Standards were being ignored, that the traffic issues were insurmountable and
the plan as proposed was unacceptable; Dale Nelson also expressing concerns regarding
the Placerita Canyon Special Standards District; Sandra Cattell urging a safe access for
bicyclists, not building next to the creek or channel, and needing to preserve the Special
Standards District; Michael Clear, Asst. Superintendent of the Newhall School District
expressing concern for the possible need to bus students and welcoming the opportunity
to work with staff on the plan; Hunt Braly representing Casden Development indicating
the desire for more residential development on the Casden Property and proceeding with
the process; and Mary Francis Larsen.
Council /Planning Commission questions, concerns and comments included: Iooking at
other alternatives under the current zoning of the property; the areas designated for
commercial development; preserving the community of Placerita Canyon; requesting
more analysis of the proposals; looking at alternatives for the circulation plan; and
finding a balance between all proposals.
Due to time constraints, Staff will reschedule discussion on the Architectural Design Guidelines at a
future Study Session.
Mayor McLean adjourned the meeting at 6:55 p.m.
