MINUTES OF SPECIAL MEETING
4:00 P.M.
JULY 17, 2007
CALL TO ORDER
Mayor Pro Tem Kellar called to order the special meeting of the City Council at 4:10 p.m.
ROLL CALL
All Councilmembers were present with the exception of Mayor McLean, who joined the meeting
from the teleconference location at Orwood Resort Inc., 4451 Orwood Road, Brentwood, CA.
95414; and Councilmember Boydston.
FLAG SALUTE
Mayor Pro Tem Kellar asked Parks, Recreation and Community Services Commissioner
Ruthann Levison to lead the flag salute.
ITEM 1
UNFINISHED BUSINESS
FORMATION OF OPEN SPACE PRESERVATION DISTRICT
Ken Pulskamp, City Manager, advised that this item is for the consideration of the proposed
formation of the Open Space Preservation District in the City of Santa Clarita. He acknowledged
the work of staff on this project and announced the results of the ballot tabulation as follows: the
total number of "YES" ballots received was 9,386 with an assessment amount of $409,974
representing 69% of the vote; the total number of "NO" ballots received was 5,568 with an
assessment amount of $182,672 representing 31% of the vote. Therefore, a majority protest does
not exist and Council may proceed with the formation of the district and taking the action
recommended in the agenda report.
Addressing the Council on this item was Ruthann Levison representing herself as a property
owner, Parks, Recreation and Community Services Commissioner, and member of the Open
Space Committee; John Calvert; Larry King; Cam Noltemeyer; James Farley representing Santa
Clarita Citizens Against Open Space Tax; and Sterling King.
Motion by Weste, second by Ferry, to adopt Resolution No. 07-60 forming the City
of Santa Clarita Open Space Preservation District; create fund 358 (Open Space
Preservation District Fund); increase revenue account 358-4023.001 (Special
Assessments) by $1,556,100; and appropriate $4,000 to expenditure account
12592-5161.001 for the FY 07-08 levy of assessments.
On roll call vote:

Noes: None
Absent: Boydston
Motion carried.
COUNCIL COMMENTS
Councilmember Weste acknowledged the passing of Theresa Carmel Belanger and requested the
meeting be adjourned in her memory.
ADJOURNMENT
Mayor Pro Tem Kellar adjourned the meeting at 4:50 p.m. in memory of Theresa Carmel
Belanger.
