HomeMy WebLinkAbout2007-05-08 - MINUTES - STUDY SESSION (2)CITY OF SANTA CLARITA Rescheduled City Council Study Session Tuesday, May 8, 2007 Call to Order: 4:35 p.m. Roil Call Council: All Councilmembers were present with the exception of Councilmember Ferry who arrived at 4:39 p.m. Flag Salute: Mayor McLean led the flag salute. ITEM 1 FISCAL YEAR 2007/08 BUDGET - Ken Pulskamp, City Manager, introduced the proposed budget and reviewed a powerpoint presentation covering budget highlights including the operating budgets for Parks, Recreation & Community Services; Public Safety; Community Development; Administrative Services; City Manager's Office; and Public Works; as well as the proposed Capital Improvement Program budget. Council questions, concerns and comments included who is responsible for maintenance of flood control areas; having a trail.coordinator; possibly using smaller shuttles during offpeak hours; the use of long-lasting material for medians; making alternate fuels available; looking at the possibility of having an in-house attorney; requesting more specificity with regard to the University Center and grant writer as well as the Big League Dreams proposal (tour to be arranged); money being included in the proposed budget for a dog park; maintaining current programs including community court and Every.15 minutes; expanding STAR into more grades; constructing the bridge over the river for the Cross Valley Connector; challenging the Police Chief to keep Santa Clarita in the top 5 safest cities; creating a Parent Toolkit with the Sheriff's Department; the improvements of the mezzanine at the Activities Center; and continuing the advertising program with the car dealers. Addressing the Council on this item was Sandy Paris of Sand Canyon requesting budgeting funds for safe walkways; Eileen Daniels of Sand Canyon requesting a dirt trail and safe way to buses; Paul Coleman of Sand Canyon encouraging the construction of trails to help with evacuation of horses in an emergency; Diane Brooks representing the US Tennis Association requesting financial support for building tennis facilities in Central Park; and Ruthann Levison regarding Sand Canyon properties that need to donate land for construction of the trails. Following discussion, City Manager Pulskamp indicated he would talk with the Sand Canyon HOA regarding the acquisition of property for trails. ITEM 2 EMERGENCY MANAGEMENT OVERVIEW — This item was postponed to a future meeting due to time constraints. Mayor McLean adjourned the meeting at 5:52 p.m. Sharon L. Dawson, CMC City Clerk
