City Council Study Session
Tuesday, September 4, 2007
Call to Order: 5:34 p.m.
Roll Call Council: All Councilmembers were present with the exception of Mayor McLean
Flag Salute: Mayor Pro Tem Kellar led the flag salute.
ITEM 1 SANTA PAULA BRANCH LINE RAIL STUDY — Ken Pulskamp, City Manager,
introduced the item and Ginger Gherardi, Executive Director, and Kerry Forsythe,
Deputy Director, of the Ventura County Transportation Commission, who gave a
presentation on the recently completed Santa Paula Branch Line Rail Study that
examines issues associated with phased improvement and reconnection of the Santa
Paula Branch Line to the Antelope Valley rail line in Santa CMta.
Council questions, concerns and comments included who would bear the costs
associated with the project; the worrisome possibility of freight lines and the increase
in truck traffic that it would bring to the area; support and further study of passenger
connectivity to Amtrak; the difficulty and challenges of such a project within the City
limits; environmental issues; the possibility of a shuttle to/from a connection point
somewhere on the west side of Interstate 5.
Public comment was made by Sandra Catell concerning the freight line issue.
Mayor Pro Tem Kellar adjourned the meeting at 6:19 p.m.
