A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
SANTA CLARITA, CALIFORNIA, MAKING THE FINDINGS REQUIRED BY
SECTION 33445 OF THE CALIFORNIA REDEVELOPMENT LAW AND DETERMINING
THAT THE PROVISION OF PUBLIC IMPROVEMENTS FROM THE
DOWNTOWN NEWHALL RESTRIPE AND SIGNAL PROJECT IS OF
BENEFIT TO THE DOWNTOWN NEWHALL PROJECT AREA
WHEREAS, the Santa Clarita Redevelopment Agency (the "Agency") is a public body,
corporate and politic, duly established and authorized to transact business and exercise powers
under and pursuant to the provisions of the Community Redevelopment Law of the State of
California, constituting Part 1 of Division 24 of the Health and Safety Code of the State of
California (the "Law"), including the power to expend funds for public improvements for the
benefit of the Santa Clarita Redevelopment Project Area ("Project Area"); and
WHEREAS, the City of Santa Clarita ("City") is the legislative body for the community
in which the Project Area is located and pursuant to Health & Safety Code Section 33445 is
required to consent to payments to be made by its Agency for capital improvements; and
'— WHEREAS, the Santa Clarita Redevelopment Plan adopted on December 22, 2005
provides for the funding of public improvements within the Project Area; and
WHEREAS the provision of public improvements is consistent with the Redevelopment
Project's Five -Year Implementation Plan in that the Downtown Newhall Restripe and Signal
Project ("Project") Constitutes a portion of the "Streetscape Program," a project listed in the plan
to provide a more efficient and effective circulations system, meeting the goals and objectives of
the Redevelopment Plan; and
WHEREAS the Agency intends to fund the Project as further described in "Exhibit A,"
which is attached hereto and incorporated herein by this reference, with $ 900,000.00 of Agency
funds
WHEREAS, there are appropriate facts supporting the findings required by Health &
Safety Code Section 33445 for the City Council to consent to the Agency's expenditure of funds
for the public improvements provided by the Project.
NOW, THEREFORE, the Redevelopment Agency of the City of Santa Clarita, California
does hereby resolve as follows:
SECTION 1. The provision of the public improvements involved in Downtown Newhall
Restripe and Signal Project as described in Exhibit A is of benefit to the Redevelopment Project
Area in that it will assist in eliminating one or more blighting conditions and is necessary to
effectuate the Redevelopment Plan because:
a) Circulation in the Downtown Newhall area substantially inhibits the attraction
of new foot traffic into the area; and
b) Parking for merchants in Downtown Newhall is severely limited for
businesses along the San Fernando Road "Main Street" corridor; and
c) The completion of the subject project will help facilitate in the attraction of
new businesses and residential developments to the area.
SECTION 2. The City finds that no other reasonable means of financing the Project are
available to the community as the City is using its funds to undertake other capital improvements
throughout the City; and
SECTION 3. The Provision of the public improvements provided by the Project is
consistent with the Agency's 5 -year Implementation Plan, adopted on October 22, 2002, in that
it will help address the existing deficiencies in the Downtown Newhall circulation system that
impact the parking supply and inhibit the creation of an attractive Main Street environment on
San Fernando Road to attract new shoppers and businesses.
SECTION 4. This Resolution shall take effect from and after its date of passage,
approval and adoption.
SECTION 5. The Secretary shall certify the adoption of this Resolution.

EXHIBIT "A"
One of the most important and visible changes outlined by the Downtown Newhall
Specific Plan (DNSP) was the idea of transforming San Fernando Road between Lyons
and Newhall Avenues into a calm "Main Street." The traffic circulation, parking, and
streetscape environment envisioned for the new Main Street was designed to create an
attractive sense of place for all residents of the Santa Clarita Valley, as well as visitors.
The project allows for the implementation of the first phase of that vision. Once
complete, motorists commuting around the downtown area will have easy access to an
additional lane on Railroad Avenue. Those wishing to visit the downtown area will have
the choice of continuing north on San Fernando Road straight into downtown, or by
turning right onto Lyons Avenue while traveling south, then onto the newly calmed San
Fernando Road.
San Fernando Road between Lyons Avenue and 5th Street will be restriped to remove
one of the two lanes of traffic in each direction. This change is being made in
combination with the modifications to Railroad Avenue to calm the traffic through the
downtown area, and to accommodate back -in head -out angled parking. This method of
parking will be new to the majority of citizens of Santa Clarita. It provides additional
safeguards to children that may be effectively "blocked" from wandering into traffic by
the open doors of their parents' vehicles. Loading of passengers and purchases from the
'— back of the vehicle is also seen as an advantage. Also, motorists will not have to back in
oncoming traffic when leaving their space either.
