A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, RELATING TO FEDERAL LEGISLATION IN
FAVOR OF CABLE AND SATELLITE SUBSCRIBER CHOICE
WHEREAS, for a number of years, there has been extensive debate over whether
Multichannel Video Programming Distributors should be required to provide cable and satellite
programming on an a la carte basis, as opposed to the current theme tiered basis, as well as make
discounts available for senior citizens; and
WHEREAS, consumers must currently purchase cable and satellite channels as part of a
bundled tier; and
WHEREAS, some of the channels contained within a bundled tier may not be desired by
the consumer but must be acquired as part of the package with channels specifically desired by
the consumer; and
WHEREAS, the Federal Communications Commission issued a report in February 2006
"Further Report on the Packaging and Sale of Video Programming Services to the Public" in
which it was identified that a majority of consumers purchasing eleven channels would see a
decrease in their monthly bills of up to 13%; and
WHEREAS, the technology exists to provide for purchase of individual channels by
cable and satellite subscribers; and
WHEREAS, expansion of technology over the past few years has created an environment
in which consumers are accustomed to receiving video on demand in terms of what, when and
where video transmissions can be viewed.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve
as follows:
SECTION 1. Consumer desire for choice in the purchase of cable and satellite video
services and discounts for senior citizens should be honored.
SECTION 2. Federal legislation is necessary to direct Multichannel Video
Programming Distributors to provide consumers with the ability to purchase channels on an a la
carte basis and make discounts for senior citizens available.
SECTION 3. Meetings should be held with Members of Congress, as appropriate, to
explore how such legislation might be introduced during the 110th Congress and enacted into
law.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
