SUBJECT: ANNUAL OVERLAY AND SLURRY SEAL PROGRAM,
PROJECTS M0046,, M0049, AND M0052 - PROJECT
ACCEPTANCE
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council accept the completion of the Annual Overlay and,Slurry Seal Program, Projects
M0046, M0049, and M0052.
2. Direct the City Clerk to file the attached Notices of Completion.
3. Direct staff to release the remaining retention 35 days after the Notices of Completion are
recorded, provided no stop notices as provided by law have been filed.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Annual Overlay and Slurry Seal project is an integral part of the City's pavement
management program. Each year, streets are evaluated and identified for the need for asphalt
overlay and slurry seal maintenance treatments. The project resurfaces streets in various areas of
the City to provide a smoother ride for traffic, enhance the' appearance of the roadway and
surrounding area, and extend the life of the roadway. These projects included the overlay of
Soledad Canyon Road, 8th Street, Valley Street, Sand Canyon Road, Rainbow Glen Drive,
Shangri-La Drive, Wiley Canyon Road; and several streets in the Valencia Industrial Center.
Slurry seal and cape seal for residential areas within the City were also completed.

City Council awarded the construction contract to Security Paving Company, Inc. for Projects
M0046 and M0049, and to Excel Paving Company for Project M0052. Both of these projects
were completed within budget and on schedule to the satisfaction of the City Engineer by
December 10, 2007. These projects included the pavement preparation and dig outs, followed by
the asphalt rubberized hot mix (ARHM) overlay on the streets.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
These projects were completed within budget. Contract costs totaled $7,473,434 for Security
Paving Company, Inc., with overhead, construction management, inspection, and administration
costs of $303,890. Contract costs totaled $5,513,823 for Excel Paving Company, with overhead,
construction management, inspection, and administration costs of $402,562.

way upon which it has been constructed, . of a certain public improvement known as the
FY 05-06 Annual Overlay and Slurry Seal Program, Projects M0046 and M0049.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita,
California 91355-2196.
3. The general location of said public improvements is the Valencia Industrial Center, and
various residential areas within the City.
4. On June 13, 2006, a contract to construct said public improvement was awarded to Security
Paving Company, Inc.
5. Work under said contract was completed on December 10, 2007 to the satisfaction of the
City Engineer, and was accepted by the City on February 26, 2008.

City Engineer, and was accepted by the City on February 26, 2008.
