SUBJECT: EXPLORATION INTO AN ARTS COMMISSION VERSUS THE
EXISTING ARTS ADVISORY COMMITTEE FOR THE CITY OF
SANTA CLARITA
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council direct staff to further research the advantages and disadvantages of an Arts
Commission.
BACKGROUND
In December 1999, the City Council approved the City of Santa Clarita Cultural Arts Master Plan
Phase II. The adopted plan recommended that the City take the leadership role for arts in the
community. In 2001, the Arts Advisory Committee was formed to meet this recommendation.
The Advisory Committee is one of a small number of Council appointed advisory groups that
currently exist in the City. The Committee is a twelve -member body, with representation from
the following areas:
• Professional Artist
• Independent Artist
• Business Leader
• Film Industry
• Community Leader
• K-12 Educator
• College Educator
• High School Student
• Representative at Large
• Parks, Recreation, and Community Services Commissioner
• Planning Commissioner

• Representative from 661 Arts (formerly the Arts Alliance, which is a local forum for artists
and arts organizations)
The Arts Advisory Committee has been charged with serving as the selection body for public art
projects within Santa Clarita, as well as selecting the recipients of the City of Santa Clarita
Presents grants, which assist local non-profit arts organizations in holding performances at the
Santa Clarita Performing Arts Center at College of the Canyons. The Advisory Committee has
also identified a series of goals including the following:
• Creation of a facilities directory, which is currently available on the City of Santa Clarita
website. -
• Arts education advocacy to local school districts.
• Arts advocacy efforts to government agencies and businesses.
• Funding identification.
• Community assessment.
• Creation of a local arts directory, which is currently on the City's website.
• Advise Arts and Events Office staff on arts events and programs.
The Committee has been instrumental in the development of the Santa Clarita Street Art Festival,
the California Bear Project, various public art projects including the Newhall murals and trash
,cans, and the partnership with the College of the Canyons on the Performing Arts Center.
As the Arts Advisory Committee has evolved, the role of the group in relation to the City
Council has been an ongoing theme. Several members of the Advisory Committee have
expressed concern that their role as advisors has not been clearly defined by the Committee or by
the City. This concern led to the August 21, 2008, meeting with the Mayor and City Manager.
At Mayor Kellar's request, this item was agendized to begin the discussion and evaluation of the
role of the existing Arts Advisory Committee.
Staff recommends that the City Council direct staff to explore the opportunities and constraints
of formulating an Arts Commission. This exploration would include a comprehensive analysis
of the existing Arts Advisory Committee, and how the current structure is or is not achieving the
goals as detailed in the Cultural Arts Master Plan Phase II.
