HomeMy WebLinkAbout2008-08-26 - AGENDA REPORTS - AWARD CONTR CNG VACTOR TRUCK (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: + CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 26, 2008 Travis Lange AWARD CONTRACT TO PURCHASE ONE NEW COMPRESSED NATURAL GAS (CNG) VACTOR TRUCK Public Works RECOMMENDED ACTION City Council authorize staff to place an order with Haaker Equipment Company under a City of Ontario contract for the purchase of a new CNG Vactor truck in an amount not to exceed $398,997. 2. Authorize the City Manager or designee to execute all documents subject to City Attorney approval, BACKGROUND The Environmental Services Division is responsible for a variety of tasks that require the frequent use of a Vactor truck. Currently, staff works with an insufficient trailer -mounted Vactor that has a small, four -inch hose that frequently clogs. This results in constant work delays and interruptions. Additionally, the three -yard debris tank has a small load capacity requiring frequent dumping throughout the day; which is time consuming and inefficient. Finally, the drains below 14 feet deep cannot be cleaned due to the lack of suction on the current trailer -mounted Vactor. These drains are currently being cleaned by an outside contractor. The requested CNG Vactor truck advances the City's goal of promoting the use of alternative fuels. This large vehicle is equipped with one of the most powerful cleaning systems in the industry. With a new Vactor truck, staff will be able to perform their expanding job responsibilities more efficiently. This equipment will also help protect the Santa Clara River by cleaning trash and other pollutants. It will also help in the full implementation of the National Pollutant Discharge Elimination System Permit. I;Ppm�] The City Council approved $407,000 for the'purchase of a Vactor truck, fuel, and maintenance in the Fiscal Year 2008-09 budget. This amount includes a $25,000 grant from the Mobile Source Air Pollution Reduction Review Committee. A Vactor truck is a special use, heavy duty truck not usually handled by our local dealers. However, through a City Council approved policy in July 1995, the City is allowed to place orders again ' st pre-existing government contracts (piggybacking) where the contracts were competitively awarded. This process offers a significant benefit to the City it might not otherwise obtain through its own bid process. The City of Ontario awarded the purchase of their CNG Vactor truck to Haaker Equipment Company (Haaker) through a competitive process and included a clause allowing "piggybacking" opportunities for other public agencies. Haaker has agreed to extend the City of Ontario's purchase price of $398,997 to the City of Santa Clarita. ALTERNATIVE ACTIONS Other action as approved by City Council. FISCAL IMPACT Funds in the amount of $25,000 is budgeted in 14603-5201.003 and $375,000 in 14600-5201.003 for the purchase of the CNG Vactor truck.
