PURCHASE OF SPEED CUSHIONS FOR PLACEMENT IN THE
BENZ ROAD NEIGHBORHOOD - AWARD CONTRACT

RECOMMENDED ACTION
City Council find apparent low bid submitted by Tag International non-responsive.
2. Award the contract for purchase of up to 100 speed cushions from Traffic Logix Corporation
for $86,353 plus a 15 percent contingency in the amount of $12,953 for a total of $99,306.
Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
At the special City Council meeting on September 30, 2008, the City Council directed staff to
purchase and install temporary speed cushions in the Benz Road neighborhood. At the City
Council meeting on August 28, 2008, the City Council authorized $150,000 from the
Contingency Account for the purchase of the speed cushions.
The speed cushions will be installed along Benz Road and other adjacent streets that might be
impacted by the placement of the speed cushions on Benz Road. Those other adjacent streets
include Alaminos Drive, Kathleen Avenue, Canterwood Drive, Contessa Avenue, and Franwood
Drive. Based on field analysis, staff recommends the speed cushions be placed at approximately
25 locations on the above streets. The speed cushions are expected to provide traffic calming on
those streets by reducing vehicle speeds and discouraging cut -through traffic. Attached is a map
illustrating the proposed speed cushion locations within the Benz Road neighborhood.
The speed cushion units are approximately 6 feet by 6 feet in size. Four units are required per
location for a total of 100 units to accommodate the 25 proposed locations. Per the bid
specifications, the speed cushions are to be delivered within 10 weeks after receipt of order.

General Services staff is prepared to begin the installation of the cushions immediately following
delivery. Anticipated completion of the installation of the speed cushions is April 2009.
On October 15, 2008, the Director of Public Works directed staff to authorize the advertisement
of Notice Inviting Bids for purchase of speed cushions. On November 13, 2008, the City's
Purchasing Division received bids for the purchase of speed cushions. The apparent low bid
submitted by Tag International fails to comply with instructions within the Notice Inviting Bids
and their product did not meet the required dimensions. Therefore, staff recommends that the
apparent low bid submitted by Tag International be found non-responsive.

The lowest responsive bid was received from Traffic Logix Corporation in the amount of
$86,353. Staff has verified that Traffic Logix Corporation's product does meet the City's
specifications. Based upon this review, staff recommends awarding the contract to Traffic Logix
Corporation.

FISCAL IMPACT
Funds for the base project are available in Account C4007601-5161.001 in the amount of
$99,306.
