SUBJECT: HYDRAULICS AND FLOODWAY STUDY FOR THE BOUQUET
CANYON CHANNEL CREEK, PROJECT P4009 - AWARD
PROFESSIONAL SERVICES CONTRACT

RECOMMENDED ACTION
1. City Council award a design contract to Willdan for civil engineering professional services
for the Bouquet Canyon Channel Creek Hydraulics and Floodway Study, Project P4009, in
the amount of $69,330, with a 10 percent contingency in the amount of $6,933.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The existing park and the proposed recreation center improvements for the Central Park
Expansion Phase III project are adjacent to the Bouquet Canyon Channel Creek. A hydraulic
analysis and a floodway study of the existing creek is required in order to determine the existing
floodway and flood plain limits, which will determine the location and elevation of the future
building. This analysis will also address channel scour, including any necessary bank protection
requirements and provide alternative analysis, cost estimates, and recommendations.
This contract is for the civil engineering professional services. Staff prepared a Request for
Proposal (RFP) for the Central Park Expansion Phase III project. The RFP was sent to firms on
the City's consultants list. The three firms who submitted proposals were Hunsaker & Associates
from Santa Clarita, Willdan from Anaheim, and Sikand Engineering Associates from Van Nuys.
Based on technical qualifications and understanding of the project, Willdan is the recommended
firm.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds to cover the design cost of the Bouquet Canyon Channel Creek Hydraulics and Floodway
Study have been appropriated into Expenditure Account P4009723-5161.001. These appropriated
funds will adequately provide for professional services.
