City Council approve the plans and specifications, award the construction contract to C.C. Myers, Inc., in the amount of $18,422,504, and authorize a contingency in the amount of $2,800,899 for a total amount of $21,223,403. 2. Award various construction support contracts totaling $2,165,000 to the following: • Bureau Veritas North America, Inc., in the amount of $260,000 for quality assurance for materials testing, soils testing, and inspection service. • Pinnacle Land Surveying, Inc., in the amount of $175,000 for construction surveying and staking service. • Dokken Engineering in the amount of $280,000 for engineering design construction support service. • Compliance Biology, Inc., in the amount of $275,000 for environmental consulting service. • Padilla and Associates in the amount of $75,000 for labor compliance consulting service. • MNS Engineering, Inc., in the amount of $600,000 for construction inspection service. • Generate a workorder for the County of Los Angeles in the amount of $50,000 for independent quality assurance. • Authorize miscellaneous expenditures totaling $450,000 for overall support, including construction management, a public works inspector, partnering session to Employment Involvement Systems, administration, and staff time. APPROVED 3. Authorize the following appropriations: • Appropriate $500,000 from the Bouquet Bridge and Thoroughfare fund balance to Expenditure Account 54013300-5161.001. • Appropriate $2,000,000 from Bouquet Second Access fund balance to Expenditure Account 54013304-5161.001. • Increase Revenue Account 229-4424.009 and Expenditure Account 54013229-5161.001 by $17,493,739. • Increase Revenue Account 306-4572.001 and Expenditure Account 54013306-5161.001 by $1,910,513. • Appropriate $250,000 in fund balance from Street Light Maintenance District to Expenditure Account S4013354-5161.001. 4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Cross Valley Connector (CVC) Golden Valley Road Bridge Over the Santa Clara River project will connect Newhall Ranch Road and Golden Valley Road. This is the last link to the CVC, which will provide a direct connection between Interstate 5 and State Route 14. On November 25, 2008, the City's Purchasing Division received the following bids for the project: Company "MOWATIMeraW M, C.C. Myers, Inc. $18,422,504.89 MCM Construction $18,506,082.00 Brutoco Engineering & Construction, Inc. $18,710,619.00 Griffith Company $19,320,250.35 Ortiz Enterprises, Inc. $19,441,502.00 Location Rancho Cordova, CA North Highland, CA Fontana, CA Brea, CA Irvine, CA Staff recommends the project be awarded to C.C. Myers, Inc., the lowest responsive bidder, with an amount of $18,422,504.89. C.C. Myers, Inc., possesses a State Contractor's license and is in good standing with the State Contractor's License Board. The bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. References were checked and indicated this contractor has performed work that met their customers' goals. In addition to the construction contract, various contracts totaling $2,165,000 are required for project support. These services include labor compliance, quality assurance for materials testing, soils testing, surveying and staking, environmental consulting service, design and construction engineering support, and construction management support. The California Environmental Quality Act (CEQA) requirement was met through the River Village Final Environmental Impact Report (FEIR) and Newhall Land's Natural River Management Plan (NRMP). The River Village Notice of Determination was filed in May 2005. The River Village FEIR and NRMP identified the Golden Valley Road Bridge Over the Santa Clara River in their reports. Therefore, the City did not have to process a separate CEQA just for the Golden Valley Road Bridge In order to receive the federal funds that were appropriated for this project, the City was required to process an Environmental Assessment pursuant to the National Environmental Policy Act (NEPA). This document was completed for the project and the Federal Highway Administration issued the Finding of No Significant Impact in August 2008. All the offsite mitigation requirements identified in the CEQA and NEPA documents have been satisfied by Newhall Land through its NRMP mitigation bank. As such, the City is not required to perform any additional offsite mitigation for the environmental impacts caused by the construction of the CVC Golden Valley Road Bridge Over the Santa Clara River. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The requested appropriations, combined with previous expenditures and the current available budget, will provide for all anticipated costs.
