AWARD CONTRACT FOR TRASH MAINTENANCE AND
GENERAL CLEANING SERVICES OF BUS STOPS

RECOMMENDED ACTION
City Council:
1. Award a contract to Brigadier Corporation for the trash maintenance and general cleaning
services of bus stops, Bid No. TR -07-08-41, in the amount of $76,804, and.authorize a
contingency of 10% of the award, or $7,680, for a total of $84,484.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
The Bus Stop Improvement Project (BSIP) has improved approximately 296 of the 438 bus stops
located within the City of Santa Clarita. In addition, through participation on the Development
Review Committee (DRC), many developers have been conditioned to improve bus stops located
at their proposed projects and turned over to the City upon completion. Developer improvements
have been completed at approximately 32 bus stops within the City of Santa Clarita.
In an effort to improve the City's aesthetics, the BSIP program provides for the replacement of
the unsightly advertising bus benches with the new, City -owned, non -advertising bus benches.
Previous contracts with outside advertising companies provided the installation, maintenance,
and operation of benches and related amenities at no cost to the City, in exchange for granting an
exclusive interest to sell and place advertising. With the replacement of these benches, the City
MPME
will now maintain these bus stops, as well as stops upgraded by developers.
The Purchasing Division, in partnership with the Transit Division, issued an Invitation to Bid for
Trash Maintenance and General Cleaning Services of Bus Stops. The notice was published three
times, from March 12 to March 19, 2008, and notifications were sent to 3 known suppliers on
file. Additionally, 35 firms downloaded the bid package from the City's website, and 12
suppliers submitted a bid opened by Purchasing on April 16, 2008. The results of the bids

Being the lowest responsive bidder, staff recommends Brigadier Corporation be awarded the
contract to perform trash maintenance and general cleaning services of bus stops within the City
of Santa Clarita. This contract is for one (1) year with two (2) successive one (1) year options to
be instituted at the City's discretion.

FISCAL IMPACT
Funds for this expenditure is budgeted in 12400.5161.001. No General Fund dollars will be
used for this procurement.
