HomeMy WebLinkAbout2008-02-12 - AGENDA REPORTS - CALTRANS TRANS GRANT (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: February 12, 2008 SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR THE 2008/2009 CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION COMMUNITY-BASED TRANSPORTATION GRANT DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council adopt a resolution authorizing an application for the 2008/2009 California Department of Transportation Community -Based Transportation Grant. BACKGROUND Transit Oriented Development (TOD) is the development of moderate -to -high-density mixed-use projects, located within an easy walk of a major transit stop. TOD can be new construction or redevelopment of one or more buildings whose design and orientation facilitate transit use. Due to increased traffic congestion, increased costs associated with the automobile, and air quality, cities nationwide and globally are developing policies and land -use plans to incorporate TOD design into new or re -developed projects. The need for TOD design has been documented in many City Council adopted plans and studies including the General Plan, the Downtown Newhall Redevelopment Plan, the Transportation Development Plan, and the Non -Motorized Plan. The California Department of Transportation has identified $3 million from its State Highway Account and made it available to fund Community -Based Transportation Grants. Individual grant applications can be as high as $300,000. Eligible projects include studies that examine a variety of transit -related issues, including the efficient use of multi -modal transportation planning to reduce vehicle traffic and the creation of transit -oriented "transit village" developments. Adopted: 68,19 Specifically, this grant application could provide funding for the City to prepare a transit -oriented development master plan for two project sites located within a comfortable walking distance of the City's Metrolink commuter rail stations and the public bus system. The sites proposed are the Downtown Newhall and North Newhall planning areas and the "Vista Canyon Ranch" planning area. The final product will be an area plan document detailing the City's two selected project locations. This study will promote public and private investment in a .less vehicle -dependent lifestyle and reduce non -work-related vehicle trips through the development of compact and efficient mixed-use development. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT The amount of the grant application is $240,000, with a 20%match requirement. If the grant is awarded, staff will request an appropriation for the $48,000 match from Prop A Local Return. ATTACHMENTS Resolution RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR THE 2008/2009 CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION COMMUNITY-BASED TRANSPORTATION GRANT WHEREAS, the City Council of the City of Santa Clarita recognizes the positive affects of innovative transit oriented development; and WHEREAS, the development of transit oriented development in the City of Santa Clarita will promote public and private investment in a less vehicle -dependent lifestyle choice within compact, efficient mixed-use development that also promotes commercial services geared toward commuters, thereby reducing non -work related vehicle trips; and WHEREAS, preparing a plan to identify specific benefits of transit oriented development would provide vital information to the potential development of such projects; and WHEREAS, the California Department of Transportation has made available three -million dollars for competitive grants relating to community based transportation planning; and WHEREAS, the City of Santa Clarita is an eligible agency to apply for such a grant and the proposed study is an eligible project for grant funds. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City Manager of the City of Santa Clarita or designee is authorized to execute the application for the 2008/2009 California State Department of Transportation Community Based Transportation Planning Grant.
