AWARD DESIGN CONTRACT

RECOMMENDED ACTION
1. City Council award a design contract to Meyer and Associates for architectural design
services for Central Park Expansion Phase III, Project P4009, in the amount of $2,134,985,
plus a 5 percent contingency in the amount of $106,749, for a total of $2,241,734.
2. Decrease Expenditure Account P4009723-5161.001 by $2,200,000 and authorize the
appropriation of $2,423,012 from the Park Improvement (Quimby) Fund balance into
Account P4009305-5161.001.
3. Authorize a one-time increase of $50,000 for project management services to MNS
Engineers, Inc. existing professional services contract.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
Staff prepared a Request for Proposal (RFP) for the Central Park Expansion Phase III project.
This phase of Central Park will feature a recreation center, a wet play area, additional outdoor
basketball courts, a cross country course, and patio areas with picnic structures. The proposed
facilities include.a state of the art recreation center that will house a gymnasium, exercise rooms,
dance rooms, racquetball, classrooms, multi -use rooms, warming kitchen, restrooms, lockers,
concession area, and office spaces.

The recreation center will be approximately 35,000 square feet. It will house a gymnasium of
approximately 18,000 square feet with upper level office spaces. The gymnasium will house 2
regulation basketball courts or 4 volleyball courts with spectator seating. The recreation center is
expected to make a strong architectural statement to meet the high standards of the existing
facilities at Central Park. This project will incorporate "green/sustainable building" standards to
meet Leadership in Energy and Environmental Design (LEED) silver certification at a minimum.
This project will be participating in the Savings by Design program sponsored by Southern
California Edison as part of the LEED certification.
The RFP was sent to firms on the City's consultants list. The 5 firms who submitted proposals
were Meyer and Associates of Laguna Hills, WLC Architects, Inc. of Rancho Cucamonga, Carde
Ten Architects of Santa Monica, CWA AIA, Inc. of Glendale, and Gonzalez/Goodale Architects
of Pasadena. Based on technical qualifications and understanding of the project, Meyer and
Associates is recommended for professional architectural design services for this project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The decrease in Expenditure Account P4009723-5161 will be replaced with an increase to
Expenditure Account P4009305-5161.001. The requested appropriation of $2,423,012 from the
Park Improvement (Quimby) fund balance into Expenditure Account P4009305-5161.001 will
cover all anticipated design related costs for this phase of the project.
