NEW BUSINESS DATE: SUBJECT: DEPARTMENT Agenda Item: /L5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: July 8, 2008 Sharon Dawson NOMINATION AND APPOINTMENT OF COMMISSIONERS/PANELMEMBERS Administrative Services RECOMMENDED ACTION Mayor Kellar, Councilmembers Ender, Ferry, and Weste make nominations, and Council make appointments to the Planning Commission, the Parks, Recreation and Community Services Commission, and the Open Space Preservation District Financial Accountability and Audit Panel. BACKGROUND At the regular meeting of May 27, 2008, the City Council declared vacancies and directed the City Clerk to post and publish the Notice of Vacancy for positions on the Planning Commission, Parks, Recreation and Community Services Commission, and the Open Space Preservation District Financial Accountability and Audit Panel (FAAP). The deadline for receipt of applications was June 20, 2008, at which time the City Clerk submitted copies of the applications received to the City Council. Nine applications were received for the Planning Commission (PC), 13 for the Parks, Recreation & Community Services Commission (PRC&S), and 6 for the FAAP. A list of applicants for each Commission/Panel is attached. Nominations are now appropriate for approval by the entire Council to fill the vacancies from the following: QppGiOd[�D Mayor Kellar One term on the PC (four-year term — formerly held by Bill Kennedy) One term on the PRC&S (four-year term — formerly held by Laura Hauser) One term on the FAAP (four-year term — formerly held by Spence Leafdale) Councilmember Ender One term on the PC (four-year term — formerly held by Michael Berger) One term on the PRC&S (four-year term — formerly held by Duane Harte) One term on the FAAP (four-year term — formerly held by Alan Ferdman) Councilmember Ferry One unexpired term on the PRC&S (two-year term — formerly held by Laurie Ender) Councilmember Weste One unexpired term on the FAAP (two-year term — formerly held by Calvin Hedman) After appointment to said bodies, four-year terms will expire July 31, 2012, and two-year terms will expire July 31, 2010. It is anticipated each newly appointed Commissioner/Panelmember will be seated at the first meeting of their respective body in August, or as soon as possible. Two terms of office on each Commission expire on July 31, 2008; the new terms will expire on July 31, 2012. I can attest that Ryan along with the rest of the family is the highest caliber of people I know. Not only is Ryan known for his honesty & integrity, but he is a very dedicated person as well. When he takes on a project, he is committed to see it through to the end. As I've watched him over the years, I've been impressed by his ability to accomplish the challenging goals he set out to do. It seems anything he sets his mind to doing, he succeeds. Even from his youth, this quality was evident. At the young age of 14, he became an Eagle Scout (most scouts don't accomplish that goal until age 18, if at all). At age 19 he stopped his collegiate studies to serve a mission for two years for the LDS church. After graduating from College he was able to land a job in the extremely competitive field of broadcast journalism. Currently, I am most impressed by how quickly and successfully he was able build his financial planning practice. I also know Ryan has served for years and continues to serve as a local youth leader in his church and as a scouting leader for his local troop. Both positions have allowed him to see the importance of the Parks and Recreation plans for Santa Clarita for our youth. He has shown his interest in the local community by volunteering his time as an ambassador for the Santa Clarita Chamber of Commerce. He has also volunteered to help our local radio station, KHTS by reporting from the field during crisis situations (wildfires, floods, etc.) for sometimes 12 -hours straight! The last accomplishment I would like to point out that perhaps most qualifies Ryan for a position on the Parks and Recreation Commission is his dedication to his family. Ryan is married and has three little boys. I know Ryan already makes good use of Santa Clarita's parks and will continue to do so over the next couple of decades as he raises his sons. He is personally vested in the future plans for Santa Clarita's parks as I know he loves his children dearly and wants them to continue to have a beautiful, safe community in which to grow up. I have known Ms. Cornell for the past six years when we worked together at Saugus High School. During these years, Ms. Cornell served in the Administrative Offices for the Assistant Principals and Athletic Department. Janell Cornell is one of the most caring and loving individuals you will ever meet. She has genuine concern for her colleagues and even more for the students she serves. I have seen her go way beyond her job expectations to help teenagers through crisis: divorce, pregnancy, alcohol and drug addiction and depression. She and her husband Ted have two sons who graduated from Valencia High School and both of who participated in our local youth athletic programs. I have known her for almost 12 years, meeting her though my oldest son, Kurt, who befriended her son, Patrick, when they first moved to this valley in 1997. I have always known her to be a caring and compassionate person. I have worked with her on many projects through our shared interest in the love of the arts, most recently through the Santa Clarita Valley Quilt Guild. She and I both volunteered on the committee that designed and sewed the 2e anniversary quilt for the City of Santa Clarita. At that time I became involved with adult sports by playing and umpiring softball, which I still do twice a week. For a short time I played in the basketball league. I started to umpire and volunteered to serve on the Adult Sports Softball Advisory Committee because I was concerned over the league and safety. I served during the time that Central Park was in the initial planning stages through its current completion. As the city grows, I would like to be part of the process to ensure we have adequate facilities and parks/open spaces that are placed in safe areas. Having a strong background in adult sports, gardening, landscaping, and environmental assessment, I feel I can be an asset to the commission and the City. Qualifications: I have served on the Adult Sports Softball Advisory Committee for the parks and Rec for over 10 years before it was discontinued circa 2006. Our goal was to make the sport fun and safe. I suggested several safety rules that are still in place today. Steve has also lived in the community within Santa Clarita for over 20 years and most of those at his current residence in the heart of Santa Clarita within walking distance of City Hall. Steve lost that first election, no doubt due to incumbency name recognition, but in his persistence came back 2 years later to win, and has not relinquished that position in subsequent elections, obviously due to his hard work and results oriented leadership. There is no doubt in my mind that Steve has a passion and zeal to make sure that our Parks and Rec programs not only continue to flourish but also continue to improve. This is especially important to me as I have 5 kids who actively have participated in the Parks and Rec softball, t -ball, and basketball programs as well as utilizing local parks for organized AYSO team soccer practices and games. My family and I oftentimes frequent local parks to utilize their playground equipment, basketball courts, pools, and other amenities. I, like Steve, want our Parks to Rec program to not only remain solid, but also to grow even better. Growing up in Santa Clarita, I have utilized many of the opportunities that the PR&CSC has provided to the youth of the valley. I spent an uncountable amount of Saturdays playing Parks and Recreation Basketball at the local schools and later the sports complex. I remember when Begonias Lane Park was built down the street from my house and how every day in junior high, my friends and I would meet at 3:00 pm at the park for Basketball Football or Ultimate Frisbee. In High School, I joined the Visions in Progress Youth Advisory Committee (VIP) which is organized by the city's Community Services Department. In VIP, I had the opportunity to be mentored by some of the most insightful people I have ever met—among them Adele Macpherson, Janine Prado, Britney Batong, Veronica Navarro. Through the efforts of city staff, as well as city organized leadership trainings I learned the skills necessary to become a leader. During my tenure with VIP I served on the executive board first as Liaison and then as Chair. In these capacities I became familiar with the PR&CSC during our annual presentations to the commission. I also became more acquainted with the opportunities afforded to young people as I worked to create and advise on city programs and projects, gave input on the PR&CS priority planning matrix on behalf of the youth and was selected as the Santa Clarita youth to write a letter of support for the cities successful application to America's Promise Alliance to be named one of the 100 Best Communities for Young People.
