AWARD CONTRACT TO WALKER PARKING CONSULTANTS
FOR A COMMUTER PARKING STUDY

RECOMMENDED ACTION
City Council:
1. Award a contract to Walker Parking Consultants for a Commuter Parking Study, Bid No.
TR -07-08-61, in the amount of $53,700, and authorize a contingency of 10% of the award, or
$5,370, for a total of $59,070.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
As transit service expands and the City's bus system and Metrolink train system continue to
grow, commuter parking is in high demand. The majority of commuter bus and train riders drive
to the bus or the train. Few riders can walk to a commuter bus stop or Metrolink station. The
availability of park-and-ride lots is critical to the success of the regional commuter bus and train
network, as well as commuter vanpool and carpool patrons. At present, regional bus commuters,
train commuters, vanpools, and carpools tend to park at the Santa Clarita Metrolink Station, the
Via Princessa Metrolink Station, the Newhall Metrolink Station, and the Cinema Drive
park-and-ride lot (spaces designated for commuters). In addition, they use smaller lots located
along Lyons Avenue and de facto lots on Newhall Avenue and Sierra Highway. The growth of
regional travel in the future and expected population growth in the Santa Clarita Valley during
the next ten years will result in increased demand for parking. In addition, Metrolink expects to
add trains to and from Los Angeles, creating further demand for parking.
The study proposed herein will provide the City with a detailed overview of the current
availability of commuter parking in the Santa Clarita Valley (City of Santa Clarita and outlying
unincorporated Los Angeles County). The study will begin with determining where the City's
citizens are parking to use a bus, train, vanpool, carpool, etc. This will include official commuter
parking lots (Metrolink stations, park-and-ride lots, etc.) as well as residential streets and various
commercial centers. Using this information, as well as additional information provided by the
City, the consultant will determine the projected demand for parking as the City grows and transit
services increase. The final study will include a management plan and recommendations for
efficient utilization, an evaluation of the economic impact of parking along major corridors,
effective management and promotion of parking, and planning for future needs, including a
financial plan.
The Request for Proposal was published twice on June 1 and June 4, 2008. Notifications were
sent to the Chamber of Commerce, Valley Industrial Association, and 13 suppliers on file.
Additionally, 60 firms downloaded the bid package from the City's website. Six proposals were
submitted on July 14, 2008. All of the firms are located in California.
Proposals were scored according to four categories: Understanding of Project Requirements
(20%), Staff Qualifications (20%), Experience & References (20%), and Cost of Services
Provided (40%). A panel of eight City staff members evaluated all proposals and applied the
appropriate score. Using the scores, an average score was derived to determine the overall
cumulative score. A table showing the proposing firms, proposed cost, and overall cumulative

Walker Parking Consultants is recommended, based upon depth of understanding of the project,
staff qualification, previous experience, and overall cost.

FISCAL IMPACT
Funds for this expenditure is budgeted in account 12400.5161.001. No General Fund dollars
will be used for this procurement.
