RECOMMENDED ACTION
1. City Council accept the work performed by C.A. Rasmussen, Inc. on the Cross Valley
Connector Gap Closure (CVC Gap Closure) Roadway and Newhall Ranch Road Widening
from Copper Hill Drive to Dickason Drive, Project S1001.
2. Direct the City Clerk to file the attached Notice of Completion for both projects.
3. Direct staff to release the retention for both projects 35 days after the Notices of Completion
are recorded, provided no Stop Notices have been filed, as provided by law.
4. Authorize an additional expenditure under the contract with Aquatic Consulting, Inc. in an
amount of $120,000 from Account S 1001303-5161.001 to establish a 5 -year monitoring plan
to oversee on -and off-site mitigation and to provide annual reporting to California
Department of Fish and Game (CDFG) during the duration of the mandated plan; and
authorize the extension of the tree monitoring plan mandated by CDFG for Project S1035,
Bouquet Canyon Road Widening.
5. Authorize the City Manager or designee to Quit Claim to Newhall Land the temporary
construction easement no longer required for the Cross Valley Connector Gap Closure.
6. Authorize the City Manager or designee to Quit Claim to Southern California Gas Company
a portion of the reservation land not required for the Cross Valley Connector Gap Closure.
7. Authorize the City Manager or designee to Quit Claim to the Los Angels County Flood
Control District easements for stormdrain purposes.
8. Authorize the City Manager or designee to record a 28 -acre Conservation Easement for
off-site mitigation in favor of the Santa Monica Mountains Conservancy.,
9. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Cross Valley Connector (CVC) Gap Closure project and the Newhall Ranch Road Widening
project from Copper Hill to Dickason Drive complete the western most segment of the CVC,
which provides a direct connection between Interstate 5 and State Route 14.
On June 27, 2006, the City Council awarded the construction contract to C.A. Rasmussen, Inc. to
construct the Cross Valley Connector (CVC) Gap Closure. This extended Newhall Ranch Road
from Interstate 5 to Copper Hill Drive as an eight lane divided roadway with a raised landscaped
median and Class I Bike Lane on the southside of the road. On June 26, 2007, the City Council
awarded the construction contract to C.A. Rasmussen, Inc. to widen Newhall Ranch Road from
Copper Hill Drive to Dickason Drive.
The Cross Valley Connector Gap Closure was completed to the satisfaction of the City Engineer
on October 1, 2007. The total construction cost for the roadway including tree mitigation is
$19,430,000.
The Newhall Ranch Road Widening from Copper Hill Drive to Dickason Drive was completed
to the satisfaction of the City Engineer on June 1, 2008. The total construction cost for this
portion of the roadway is $2,173,871.
Two items remain to be completed, maintenance of the offsite mitigation and the acquisition of a
utility easement. Existing budgeted funds in the amount of $200,000 will provide for ongoing
administrative costs and costs associated with the requirement to maintain the off-site mitigation
and acquisition of a utility easement.
The City is required to provide off-site tree mitigation due to the environmental impacts caused
by the construction of the CVC Gap Closure project and the Bouquet Canyon Road Bridge
Widening project. The California Department of Fish and Game (CDFG) is requiring the City to
plant, maintain, and monitor 143 trees for approximately five years. The City is also required to
clear debris from the off-site 28 acre parcel the City will encumber as a Conservation Easement
in favor of the Santa Monica Mountains Conservancy (SMMC). The parcel will be managed by
the Mountains Recreation and Conservation Authority (MRCA) as previously authorized by the
City Council on June 26, 2007.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Sufficient funds were budgeted in Accounts S1001229 (Federal Grant), S1001260 (Metro Grant),
and S1001303 (Valencia B&T) to complete both of these projects.

which it has been constructed, of a certain public improvement known as Cross Valley Connector Gap
Closure, Federal Project RPSTPL 5450 (019), City Project S1001.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general location of said public improvements is Newhall Ranch Road between Interstate 5 and
Copper Hill Drive.
4. On June 27, 2006 a contract to construct said public improvement was awarded to C.A. Rasmussen,
Inc.
5 Work under said contract was completed on October 1, 2007 to the satisfaction of the City Engineer,
and was accepted by the City on July 8, 2008.
