Approve a parking agreement for 24513 Main Street and 24158 Newhall Avenue. 2. Adopt a resolution authorizing the parking agreement. 3. Adopt a resolution establishing two hour parking restrictions between the hours of 7:00 a.m. and 7:00 p.m. for 24513 Main Street and 24158 Newhall Avenue in downtown Newhall. Redevelopment Agency: 1. Approve a parking agreement for 24513 Main Street and 24158 Newhall Avenue. 2. Adopt a resolution authorizing the parking agreement. BACKGROUND The Redevelopment Agency is implementing various projects of the Downtown Newhall Specific Plan. Several parcels in downtown Newhall have been purchased to assemble property iso . bg D D 0 Adopted:_AA C11 ID J D for a development project. In the interim, the Redevelopment Agency has made the properties available to the general public and neighboring businesses for parking. A parking agreement between the Redevelopment Agency and City of Santa Clarita is proposed to have the City act as the operator of the off-street parking lots located at 24513 Main Street and 24158 Newhall Avenue. As the operator, the City would monitor and track usage of the parking lots and enforce the parking restrictions proposed for the sites. The City has frequently received complaints from downtown Newhall businesses regarding extended vehicle parking and the lack of parking spaces, especially during special events. Following the Downtown Newhall Restripe Project, parking restrictions and signs were posted for Main Street and neighboring streets. These restrictions have discouraged inoperable vehicle parking and allowed customers to easily access stores on Main Street. The proposed two hour parking restriction would address concerns of extended vehicle parking and still allow for continued parking on the vacant lots until development of a project takes place. The two hour parking restrictions would also be consistent with those already in place on neighboring Main Street. The parking restrictions for the two parking lots were also presented to the Old Town Newhall Association (OTNA). OTNA supports the proposed parking restrictions. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Approval of the recommended two hour parking restrictions will require the posting of 8 signs on the two identified parcels, costing approximately $1,000. Funds for this work are available in the Street Sign Change Account No. 52044390-5161.001.
