SUBJECT: DOWNTOWN NEWHALL RESTRIPE & SIGNAL PROJECT,
PROJECT NO S2016 - PROJECT ACCEPTANCE

RECOMMENDED ACTION
1. The Redevelopment Agency accept the completion of the Downtown Newhall Restripe &
Signal Project - Project No. 52016.
2. Adopt the Resolution establishing parking stalls for disabled persons along Main Street
between 6th Street and 9th Street.
3. Direct the City Clerk to file the attached Notice of Completion.
4. Direct staff to release the 5% retention 35 days after the Notice of Completion is recorded,
provided no stop notices have been filed, as provided by law.
BACKGROUND
On March 27, 2007, the Santa Clarita Redevelopment Agency awarded a contract to TDS
Engineering to implement the first phase of the Downtown Newhall Specific Plan (DNSP)
identified public improvements. Construction commenced on May 14, 2007. The work
completed included striping, signal modifications, new signal installation, signage and
installation of access ramps. The construction contract was completed to the satisfaction of the
City Engineer on October 31, 2007 within the approved budget and contract time.

FISCAL IMPACT
Adequate funding from the Redevelopment Agency account has been budgeted in Account
52016390 to provide for project costs.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING A DISABLED PERSONS
PARKING ZONE ALONG MAIN STREET IN OLD TOWN NEWHALL
WHEREAS, Section 22511.7 of the California Vehicle Code -grants authority to local
agencies to establish disabled persons parking zones on public streets; and.
WHEREAS, a request has been made for the City to adopt a resolution for the
establishment of an enforceable disabled persons parking zone along Main Street from 6th Street
to 9th Street in Old Town Newhall; and
WHEREAS, the demand for parking in this commercial zone makes it difficult for
disabled persons to find suitable parking.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Establish a parking zone for disabled persons along Main Street from 6th
Street to 9th Street.
SECTION 2. Direct staff to place and maintain appropriate signs, stall markings and
curb markings to effect this resolution.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner on file of a certain public
improvement known as Downtown Newhall Restripe & Signal Project, Project No. S2016.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita,
California 91355-2196.
3. The locations of said public improvement is as follows: Railroad Avenue from 12`h Street to San
Fernando Road; San Fernando Road from 11`h Street to Railroad Avenue;
4. On March 27, 2007, a contract to construct said public improvement was awarded to TDS
Engineering, a California Corporation, Westlake Village, California.
5. Work under said contract was completed on October 31,, 2007 to the satisfaction of the
City Engineer, and was accepted by the City on February 12,2008.
