RECOMMENDED ACTION
City Council nominate and appoint five (5) members to the Open Space Preservation District
Financial Accountability and Audit Panel.
BACKGROUND
At the regular meeting of September 11, 2007, City Council declared vacancies and directed the
City Clerk to post and publish the Notice of Vacancies for the Open Space Preservation District
Financial Accountability and Audit Panel. On November 27, 2007, City Council extended the
deadline to Friday, December 28, 2007. A total of nine (9) applications were received.
Per the FAAP Bylaws adopted by the City Council on January 22, 2008, the term of office for the
FAAP members is to be concurrent with the term of the nominating Councilmember. Staff
anticipates scheduling the first FAAP meeting by the end of March 2008.

Dear Council Members:
Enclosed please find my application for the Financial Accountability and Audit
Panel for the new Open Space Preservation District. I have also included three
letters of recommendation.
As you all know I have a strong interest in this District and the process that
created it. My opposition to the formation of this district and the additional
assessment it puts on our property tax bills has been clear. My basic opposition
was intensified when I observed what I considered to be less than open
disclosure from the city, and a method of ballot weighting for developers that
feel is questionable at best.
That being said, the District has been formed, and it is in every citizen's best
interest, including mine, to see that the District succeeds in its stated goals as
outlined in the Engineer's Report. I know I will be a very effective member of the
Audit Panel if l am selected to serve. If selected I assure you I will not use the
position as a pulpit to continue to express my disagreement with the formation of
the district. I will serve professionally under the guidelines of Section 3 of
Resolution No. 07-31.
My qualifications to serve are as follows:
• Experience in an audit function with my current job at the Gas Co.
• Excellent analytical, writing, and oral presentation skills.
• A very thorough understanding of the Engineers Report.
• A strong desire to serve the citizens as their "eyes" on the process.

The purpose of this letter is to provide a professional reference for Mr. James
Farley regarding the Audit Panel position in the Open Space Preservation District
for the City of Santa Clarita.
James has worked for me as a Quality Assurance Specialist since March 2007.
In his current role, James performs after the fact audits for customer service field
representatives at the So Cal Gas Co. Many of the responsibilities that James is
accountable for are very much in line with what will make him successful as a
member of your Audit Panel. As a Quality Assurance Specialist, James works
with different departments and a variety of management styles in the So Cal Gas
Co. territory from EI Centro to Paso Robles. The diversity of the work that James
is involved with requires strong analytical skills in assessing others performance
and it requires excellent written and verbal skills.
James has performed above expectations in all aspects of his current job
responsibilities. Given his ability to prepare accurate and fair assessments of
employees in his current assignment, his prior involvement in the Santa Clarita
Open Space Preservation issue and the fact that James is a man of strong
character, I would highly recommend him for the position on the Audit Panel.
In all honesty, I really can't think of anything of consequence on the negative side
when it comes to James. If given the chance, James will bring strong leadership
to the Audit Panel.

Dear Council Member:
I am writing on behalf of Jim Farley who is seeking a position on the Financial
Accountability and Audit Panel for the City of Santa Clarita's Open Space Preservation
District.
I have personally known Mr. Farley for over 10 years. We first met when my sons joined
Cub Scouts at Valencia Valley Elementary School. We worked closely together as he
was Assistant Cub Master and Cub Master while I served as a Den Leader. After his
boys bridged to Boy Scouts I eventually became Cub Master and we continued to keep
in close contact.
I have always been impressed by Mr. Farley's quiet but effective leadership style. He
was equally well respected by both the scouts and their parents. He also demonstrated
excellent organizational skills in the behind the scenes management of the Cub Scout
Pack. He set a very high standard for the Pack which I tried to emulate during my tenure.
Mr. Farley is very community. minded and concerned about the environment. He has
been an avid backpacker who can appreciate the value of preserving valuable open
spaces. That coupled with his penchant for fiscal responsibility will make him an
outstanding candidate for the Financial Accountability and Audit Panel for the City of
Santa Clarita's Open Space Preservation District.

Re: Jim Farley — Candidate for Financial Accountability and Audit Panel.
Dear Council:
I am writing in recommendation of Jim Farley for Open Space Preservation
District Financial Accountability and Audit Panel. I am aware that Mr. Farley, who
opposed the formation of the Open Space Preservation District, is asking to be
considered for a place on the panel. I believe his inclusion on the on the panel
would be a great asset.
By including an individual who was opposed to the district on the panel the
council can meet the goal as stated in a recent Signal article of having "...A
broad spectrum of thoughts, ideas and recommendations...". Clearly, Mr. Farley
is a person who would reflect a "...broader spectrum of background, education,
and interest areas..." than say an individual who was involved in promoting the
passage of the district.
I have known Mr. Farley for over 30 years. I know that he has our cities best
interest at heart and would provide valuable input to the panel. His customer
service experience in the business sector, along with his outdoor experience, will
be an added bonus to the panel.

Reasons for Wantinq to Serve
I have been a resident of the Santa Clarita Valley for the past 42 years. My two boys grew up
here and I have spent the majority of my life here. I have always believed that individuals who
are willing to give back to the community, by volunteering their services, help make this a great
place to live. In this case, I feel qualified to make a difference and am offering my services to
provide that level of integrity necessary to assure we maintain public confidence in this important
endeavor.
Qualifications and Experience
I am currently the Chairperson of the Canyon Country Advisory Committee and have been
elected to that post for 5 years. In the past, I served as the Chairperson of the Parks and
Recreation Adult Sports Committee and held that position for 13 years.
I also bring to the table over 30 years Aerospace experience in inspections, audits and
evaluations of Department Of Defense hardware, software and systems products to contractual
requirements, military and commercial standards along with Federal Acquisition Regulations
(FAR). I hold a Master of Science in Software Engineering, a Bachelor of Science in Computer
Science and have been cleared Top Secret.
I am convinced that I can bring these skills to bear and provide the level of objectivity necessary
to achieve that goal of assuring the integrity of the Open Space program.

Dear Councilmembers,
When I heard that Wendy Langhans was applying for a spot on the Open Space advisory panel, I
knew I had to write a letter and tell you about this modest, but uniquely talented woman. The city
will not find anyone else as qualified, enthusiastic, balanced and knowledgable on the issues of
wildlife and its importance to our community. Her appointment would be an asset to achieving
the goals of providing a greenbelt around Santa Clarita and her skills as an interpretive naturalist
will help convey the panel's mission in a way every taxpayer will understand and embrace.
Wendy and I met six years ago when she moved to Santa Clarita and got the job as a volunteer
coordinator and interpretive naturalist with the Mountains Recreation and Conservation.
Authority. She could have been simply a hike leader, but that's not her approach. She became a
certified trainer with the National Association for Interpretation and has presented at two regional
and two national conferences. I have had the pleasure of sharing,the dais with her and can
unequivocally say she really knows her stuff.
While working for the MBCA, she took over publication of Symbiosis, an outreach vehicle for
the organization. Under her editorial direction, it has become a showpiece, full of color
photographs and easy -to -understand (yet, in depth) stories loaded with information of interest to
scientists and casual visitors alike. Her piece on the fire that scorched Pico and Placerita Canyons
was an eye-opener, explaining not only how devastating the fire was, but also how fire is a natural
means of recycling nutrients with highlights of the rebirth of the scarred terrain. The Summer
2007 edition focused on the greenbelt between the Santa Clarita and San Fernando Valleys,
proving her intimate knowledge (and skill in communicating same) of the very project she hopes
to advise.
As of October 31, Wendy will retire from the Agency to devote herself to completing her
theology studies at Fuller Seminary. Appointing her to the open space panel would give her a
chance to stay connected to our natural areas and use the vast knowledge she has gained over the
last several years.
Wendy is very media -savvy, with four years of hosting "The Hike Report" on KHTS and a year
of writing a weekly story for valleynews.com, the citizen journalism project of the Los Angeles
Daily News. Likewise, she has proved a valuable resource for reporters at local newspapers and
websites. She has a way of explaining things that make them interesting, taking her interviewer
deeper into the issue and helping them see things with new eyes. If there is anyone who has a
passion for our wilderness areas, it is Wendy.
Her educational background and resume prior to arriving in our area is equally impressive: a
degree in biology from Macalester College in St. Paul, Minnesota and a Masters Degree (MBA)
from Santa Clara University. She spent more than 15 years working for high tech firms in Silicon
Valley, managing projects at a corporate level. Her experience working with those companies as
well as the MRCA proves that she is skilled in the intricacies of private -public entities working in
tandem for the good of all, a valuable asset for your panel of experts.
I hope that my letter has given you a little more insight into Wendy's background and her
knowledge of our natural areas as they relate to our urban footprint. She would make an excellent
addition to the group ensuring that our grandchildren have a place to appreciate the nature that

Reasons for Wanting to Serve:
My reasons for wanting to serve are numerous. As a resident of Santa Clarita since
March, 1975 I desire to become a member of a dedicated and progressive team of people
who will use a common sense approach to performing the tasks of; Reviewing and
approving an annual work program, ensuring land acquisition priorities are adhered to,
reviewing the accounting of funds generated by the Preservation District, working in
conjunction with the City of Santa Clarita's independent auditor to ensure that the
Preservation District funds were spent properly and that good physical management of
the funds is occurring, make determinations as whether the proposed expenditures are
consistent with the criteria and the requirements established in the Engineer's Report and
to assist in the preparation of an annual written report for the public.
I am also interested in ensuring that "Open Space" is perpetuated and sustained for years
to come so that the citizens of Santa Clarita are guaranteed there is a "Vision for the
Future" that they and future generations may enjoy and experience the benefits of open
space.
Finally in endeavoring to enhance the quality of life for the residents of the City Santa
Clarita, while serving on the panel, my ultimate loyalty would always be to those same
residents and citizens.

Would you please present this letter to the members of the City Council for
consideration as they select the members of the Financial Accountability and Audit Panel
Committee, for the Open Space Preservation District?
It is my understanding, that Mr. Robert C. Lee has submitted his application for
consideration for appointment to the panel. As such, it is my privilege to comment on his
qualifications.
Mr. Lee has served our community in a variety of capacities. He is best known as
the former Superintendent of the William S. Hart School District where he administered the
affairs of over 20,000 students. The District is the largest employer in the valley. He has
also demonstrated his desire to contribute to the well-being of the community by serving
on the boards of several non-profit organizations and in general he has always been
engaged in activities that are designed to improve the quality of life in the Santa Clarita
Valley.
It is my opinion that he is exceptionally, qualified for consideration to this panel
because he has a clear working knowledge of government, as well as private and non-
profit funding and operations. He has extensive experience in evaluating and acquiring
unimproved land. During his career as a public school administrator he was instrumental
in the acquisition of land and the construction of more than 50 schools.
As he is now retired from the District, I am certain that he would be able to devote
the time necessary to perform the duties that would be required of him.

I would like to recommend and encourage the City Council to nominate Robert C. Lee (former
Wm. S. Hart School District Superintendent) to the City's Financial Accountability and Audit
Panel on the proposed Open Space Preservation District.
Mr. Lee has been a vital link in past projects and partnerships between the Hart School District
and the City of Santa Clarita. He was one of the original visionary members of the partnership
that was formed to construct the Golden Valley Road and Golden Valley High School Projects, a
major link in the Cross Valley Connector and much needed high school in the eastside of the
Santa Clarita Valley.
Mr. Lee's extensive background in education, coupled with many years of experience in the
expansion of the Wm. S. Hart School District, gives. him superior qualifications to assist with
improving the quality of life in the Santa Clarita Valley for our citizens.
I have known Mr. Lee for over ten years and have witnessed his uncanny ability to meet even the
most difficult issues head on with successful resolve, patience, and diligence. His tenure as
superintendent of the Hart School District has given him a generous understanding of financial
accountability, land acquisition, preservation of our community, and the importance of Open
Space.
Mr. Lee has not only been a good friend and neighbor, but also a well respected member of our
City. I have a high regard for Mr. Lee in his ability to make quality decisions and exemplary
leadership skills would be welcomed asset to the Open Space Preservation District.

I highly recommend Henry Schultz for appointment to the Citizens' Financial
Accountability and Audit Panel for the Open Space District. Henry Schultz was an active
member of the Save Open Space Committee and a very vocal supporter of the Open
Space and Parkland Preservation District. In fact, I believe that his involvement was vital
to passage of the district.
Beyond his significant contributions on this measure, Henry would bring to the panel a
wealth of knowledge about the specific areas that the City will seek to preserve, as well

Honorable Councilmembers:
I am writing to you in support of three individuals for the Open Space Financial Accountability and Audit Panel
(FAAP.) As I previously mentioned at a City Council meeting, one of the strongest ways of reassuring the public
that "proper" lands are being purchased is to have one or more members with an environmental background, and
preferably someone with a science background as well.
I am pleased to support three members of the Santa Clarita Valley Environmental Coalition: Henry Schultz Bill
Bailey, and Ian Swift. They have all taken time out of their schedules to help form this new group that seeks to
engage both business, environmental, and general public in protecting our environment and quality of life. They
joined the group because our first task was to promote the open space measure and gain environmental groups'
buy -in. All three met with the Nature Conservancy to learn key language, and helped craft policy requests that
ultimately were incorporated by the Citizen's Open Space Committee.
On an individual basis, all of these candidate shine. Henry Schultz has worked in many positions of Sierra Club
leadership in our valley and regionally. He also has walked nearly every area of our valley. Besides SCVEC and
the Sierra Club, Henry is networked with other groups such as the highly successful Community Hiking Club, and
the Audubon Society. Henry is a scientist by profession, and I believe he would be thoughtful in analyzing the
choices to be made by the FAAP.
Speaking of success, Bill Bailey is one of the core volunteers for the Community Hiking Club. Through his real
estate business, he has increased both awareness and sponsorship for this program that brings new people into
the wildlands around Santa Clarita. No doubt many of those new wilderness -lovers voted for the Open Space
District! Bill also serves on the Government Affairs committee for the SCV Realtors Association, and he has been
the primary organizer for SCVEC. As such, he brings in a business orientated view, but with a deep commitment to
keeping SCV beautiful for our residents.
Ian Swift is known by many as the man behind the Placenta Nature Center. He also is seen routinely at school
environmental events. What you may not know is that he is also on the Los Angeles County Significant Ecological
Area (SEA) committee. A degreed entomologist, he travels the world evaluating animal habitats. He also was a
highly -regarded member of a local working group, which consisted of both non-profit and government agency
members, that identified priority lands for purchase, as presented in the Nature Conservancy's 2006 Santa Clara
River Upper Watershed Conservation Plan. This document is a key example of using scientific criteria to ensure
our taxpayers get the most for every dollar spent on Open Space.
Each of these gentlemen would bring much to the Open Space FAAP. I strongly urge you to pick all three, if
possible, as members of your panel. They have an excellent scientific background and are strongly networked with
the environmentally concerned demographic that supported the District. They all understand
business/environmental partnerships. They would further strengthen public buy -in for the process and ensure your
committee was staffed with knowledgeable advocates. Thank you for your consideration.
