DEVELOPER FEE INCREASE FOR FIRE PROTECTION
FACILITIES IN ACCORDANCE WITH THE LATEST ADOPTED
LOS ANGELES COUNTY DEVELOPER FEE PROGRAM

RECOMMENDED ACTION
City Council conduct a public hearing, and adopt a resolution to increase Fire District fees from
$.7946 per square foot to $.9341 per square foot, in accordance with the Developer Fee
agreement between the City of Santa Clarita and the Consolidated Fire Protection District of Los
Angeles County.
BACKGROUND
Fire District development fees pay for the costs associated with land acquisition and construction
of fire stations and related fire protection improvements identified in the detailed Fire Station
Plan that was approved and adopted by Los Angeles County.
In accordance with the City's agreement with the County to be part of the Consolidated Fire
Protection District, the City is required to adopt the updated Developer Fee and Fire Station Plan
within a reasonable period of time. The proposed fee increase from $.7946 per square foot to
$.9341 per square foot is consistent with the fee increase adopted by the Los Angeles County
Board of Supervisors in November 2007, under their Developer Fee Program.
The increased fee amount will ensure the City's Fire District development fees are consistent with
the fees collected by Los Angeles County in the unincorporated areas of the Santa Clarita Valley
and will satisfy the requirement to adopt the County's latest fee schedule.
Staff contacted the appropriate representative from the Building Industry Association (BIA) in
reference to the proposed increase. The BIA was contacted by the Los Angeles County Fire
Department and understands the need for the fee increase. The BIA is supportive of the City's
position for adopting a fee that is consistent with the rate used in the unincorporated areas of Los
Angeles County. I
ALTERNATIVE ACTIONS
There is no alternative action identified by staff.
FISCAL IMPACT
There is no anticipated fiscal impact to the City as a result of this resolution. There are minor
administrative costs for collecting and transmitting fire protection developer fees to the County.
These costs should not be affected by the fee increase.

NOTICE OF PUBLIC HEARING
PUBLIC NOTICE IS HEREBY GIVEN:
A public hearing will be held before the City Council of the City of Santa Clarita to
consider an increase to Developer Fees from $.7946 to $.9341 per square foot of new
floor, area of buildings for the benefit of the Consolidated Fire Protection District. The
proposed fee increase reflects current average costs associated with land acquisition for a
fire station site,.fire station construction, equipment, and administrative costs associated
with fee collection and project and facilities management. In accordance with the City's
agreement with the County to be part of the Consolidated Fire Protection District, the
City is required to adopt the updated Developer Fee and Fire Station Plan within a
reasonable period of time. The proposed fee increase is consistent with the fee increase
recently adopted by the Los Angeles County Board of Supervisors.
The public hearing will be held by the City Council in the City Hall Council Chambers,
23920 Valencia Boulevard, first floor, on the 8th day of January 2008, at or after 6:00
p.m.

RESOLUTION NO. 08 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, INCREASING DEVELOPER FEES
FOR FUNDING OF FIRE PROTECTION FACILITIES
WHEREAS, on July 14, 1992, the City Council adopted Resolution No. 92-152, which
established a financing plan to fund fire protection facilities in the benefit area designated as the
Santa Clarita Valley, as part of the Consolidated Fire Protection District of Los Angeles County;
WHEREAS, on August 25, 1992, the City Council adopted Ordinance No. 92-15; which
authorized the establishment of a fee to fund fire protection facilities;
WHEREAS, on April 13, 1993, the City Council adopted Resolution No. 93-48, to
amend Resolution No. 92-152, raising the fire fee to $.1937 per square foot of the new floor area
of buildings;
WHEREAS, on September 14, 1994, the City Council adopted Resolution No. 93-110 to
amend Resolution No. 93-48, lowering the fire fee to $.1876 per square foot of the new floor area
of buildings;
WHEREAS, on July 7, 1994, the County of Los Angeles Board of Supervisors adopted a
fire fee of $.1868 per square foot;
WHEREAS, on August 23, 1994, the City Council adopted resolution No. 94-93,
amending Resolution No. 92-152, lowering the fire fee to $.1868 per square foot of the new floor
area of buildings;
WHEREAS, on August 22, 1995, the City Council adopted Resolution No. 95-102
amending Resolution No. 94-93, lowering the fire fee to $.1820 per square foot of the new floor
area of buildings;
WHEREAS, on January 14, 1997, the City Council adopted Resolution No. 97-3,
increasing the fire fee to $.1884 per square foot of the new floor area of buildings;
WHEREAS, on January 13, 1998, the City Council adopted Resolution No. 98-5,
increasing the fire fee to $.1930 per square foot of the new floor area of buildings;
WHEREAS, on October 27, 1998, the City Council adopted Resolution No. 98-128,
decreasing the fire fee to $.1913 per square foot of the new floor area of buildings;
WHEREAS, on September 28, 1999, the City Council adopted Resolution No. 99-149,
increasing the fire fee to $.1976 per square foot of new floor area of buildings;
WHEREAS, on February 13, 2001, the City Council adopted Resolution No. 01-18,
increasing the fire fee to $.1997 per square foot of new floor area of buildings;
WHEREAS, on September 23, 2003, the City Council adopted Resolution No. 03-125,
increasing the fire fee to $.3716 per square foot of new floor area of buildings; and
WHEREAS, on February 22, 2005, the City Council adopted Resolution No. 5-23,
increasing the fire fee to $.3877 per square foot of new floor area of buildings.
WHEREAS, on January 23, 2007, the City Council adopted Resolution No. 07-8;
increasing the fire fee to $.7946
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. To repeal all fees set forth by prior resolutions for the Consolidated Fire
Protection District of Los Angeles County as originally established in Resolution No. 92-152 by
the City Council.
SECTION 2. Establish said Consolidated Fire Protection District fee of $.9341per square
foot of the new floor area of buildings, calculated as provided for in Resolution No. 92-152.
SECTION 3. Except as herein modified, Resolution No. 92-152 shall remain in full force
and effect.
SECTION 4. This resolution shall go into full force and effect on February 1, 2008.

SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
