HomeMy WebLinkAbout2008-04-22 - AGENDA REPORTS - GLOBAL TRANS BUS CONTR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 45 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: April 22, 2008 6 Jon Bischetsrieder AWARD CONTRACT FOR BUS SERVICES FOR USE BY RECREATION DAY CAMPS AND COMMUNITY SERVICES DIVISION PROGRAMS - AWARD CONTRACT TO GLOBAL TRANSPORTATION SERVICES FOR BUS SERVICES FOR USE BY RECREATION DAY CAMPS AND COMMUNITY SERVICES PROGRAMS Administrative Services RECOMMENDED ACTION City Council award a contract to Global Transportation Services for bus services for use by Recreation Day Camps and Community Services programs, in the amount of $93,300, plus a contingency of $9,330 for a total annual amount not to exceed $102,330; authorize the City Manager or designee to execute up to two annual renewal options not to exceed $102,330 each, plus Consumer Price Index (CPI) adjustments, contingent upon the appropriation of funds by the City Council in the annual budget for such Fiscal Year; and authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event that issues of impossibility of performance arise, and execute renewals, in accordance with the terms provided herein, subject to City Attorney approval. BACKGROUND The Recreation and Community Services Divisions maintain annual programs for City of the Santa Clarita residents. Programs include Camp Clarita (children's day camp), Youth in Government, Visions in Progress; Community Center, and Blue Ribbon Task Force programs, all which require bus charter services for transportation purposes. There are also additional day trips for residents, determined and scheduled on a yearly basis and termed "excursions," such as "Fourth of July at the Hollywood Bowl" and "Mama Mia," as examples, which require larger charter buses. In February 2008, Purchasing solicited bids for bus charter services incorporating Community Services and Recreation Division needs. They included day camp's daily and overnight trips, Youth in Government, Visions in Progress, Community Center, and Blue Ribbon Task Force day trips. The bid was published twice in the newspaper, February 17 and 20. The bid notice was faxed to 14 bus service vendors and mailed to the Santa Clarita Chamber of Commerce and Valencia Industrial Association. A total of 18 vendors downloaded the bid, and 2 responses were received, as noted below. CompanX Amount Global Transportation Service $ 88,300.00. Exclusive Sedan Service $213,620.00 After reviewing vendor qualifications and the bid amount responses, staff determined Global Transportation Service is the most responsive and lowest bidder. In addition, Recreation sought quotes for the "excursion' trips using bus types different and larger than the normal buses used. Global Transportation Service was also the low quote for the "excursions." Staff concluded it would be in the City's best interests to include all program bus services in the same contract and approval process. The recommended total contract amount reflects the total of the above bid by Purchasing, as well as the quote performed by Recreation. ALTERNATIVE ACTIONS Other action as determined by the City Council. J FISCAL IMPACT FY 07/08 funds for this expenditure total $93,300 and are budgeted in 15105-5161.002, 15309-5161.002, 15310-5161.002, 15312-5161.002, and 15113-5161.002.
