DEVELOPMENT FOR FUNDING UNDER THE INFILL INFRASTRUCTURE GRANT PROGRAM Community Development RECOMMENDED ACTION The Redevelopment Agency of the City of Santa Clarita adopt a resolution authorizing the submittal of an application to the California State Department of Housing and Community Development for funding under the Infill Infrastructure Grant Program. BACKGROUND On October 15th, 2007, the State Housing and Community Development Department (HCD) announced the availability of funding for "Infill Infrastructure Grants." These grants are intended to assist affordable housing developers and public agencies in the production of new residential units in "previously urbanized" areas. Since the October grant introduction, the City's Community Development staff members have been attending meetings to learn how to take advantage of this opportunity to help advance the goals of the City's Redevelopment Agency, and ideally, the Downtown Newhall Specific Plan (DNSP) area. Approximately $240 million has been made available statewide for award by June 8th of this year. The applications for this funding were released on March 5th and are due on April 4th. The attached resolution is necessary for staff to submit an application for these funds. The intent of this funding opportunity is to facilitate the production of affordable and market rate housing units in areas that have been previously developed. Staff believes that the DNSP, together with a mixed use development being proposed on the "South Parking" site on Main Street may create a competitive application for this funding. Should this application be successful, the funding award would be between $2 and $30 million for the DNSP area over the life of the multi-year grant program. While this grant has just been released and the application due in a very short time period, staff feels optimistic that a case can be made for a sizable grant that could fund substantial portions of specific Old Town Newhall street improvements including; Main Street Streetscape, new storm drain, utility relocations, and parking that would benefit the entire region along with the upcoming mixed-use projects within the DNSP. ALTERNATIVE ACTIONS Other actions as _determined by the Redevelopment Agency Board FISCAL IMPACT If successful, the first phase award would be granted as soon as June 8, 2008 in a minimum amount of $2 Million for projects already identified by the ongoing 08/09 CIP budget process. The funding request from the State's Infill Infrastructure Grant Program is $4,411,840. The grant program requires funding commitments from the Redevelopment Agency of the City of Santa Clarita equivalent to at least 25% of the program grant. If the total requested amount is funded a match of $1,102,9,60 would be required from the Redevelopment Agency. ATTACHMENTS Resolution RESOLUTION NO. A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE INFILL INFRASTRUCTURE GRANT PROGRAM WHEREAS, the Redevelopment Agency of the City of Santa Clarita wishes to apply for and receive an allocation of funds through the Infill Infrastructure Grant Program; and WHEREAS, the California Department of Housing and Community Development (hereinafter referred to as "HCD") has issued a Notice of Funding Availability ("NOFA") for the Infill Infrastructure Grant Program established under the Housing and Emergency Shelter Trust Fund Act of 2006 (Proposition 1 C) pursuant to the Infill Infrastructure Grant Program established Part 12 of Division 31 of the Health and Safety Code, commencing with Section 53545.12. Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies made available by the State Legislature, subject to the terms and conditions of the statute and the Infill Infrastructure Grant Program Guidelines implemented February 28, 2008; and WHEREAS, the Redevelopment Agency of the City of Santa Clarita wishes to submit an application to obtain from HCD an allocation of the Infill Infrastructure Grant Program funds in the amount of NOW, THEREFORE, the Redevelopment Agency of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The Redevelopment Agency of the City of Santa Clarita shall submit to HCD an application to participate in the Infill Infrastructure Grant Program in response to the NOFA issued on February 28, 2008 which will request a funding allocation in the amount of $ #### for the following activities: (describe the proposed capital improvement project) located in the Newhall Redevelopment Project Area and within the Downtown Newhall Specific Plan, SECTION 2. If the application for funding is approved,, the Redevelopment Agency of the City of Santa Clarita hereby agrees to use the Infill Infrastructure Grant Program funds for eligible activities in the manner presented in the application as approved by HCD and in accordance with program Guidelines cited above. It also may. execute any and all other instruments necessary or required by HCD for participation in the Infill Infrastructure Grant Program. SECTION 3. The Redevelopment Agency of the City of Santa Clarita authorizes the Executive Director to execute in the name of the Redevelopment Agency of the City of Santa Clarita the application, the Standard Agreement, and all other documents required by HCD for participation in the Infill Infrastructure Grant Program, and any amendments thereto.
