RECOMMENDED ACTION
City Council discuss and allow the City Manager to continue discussions with Los Angeles
County Supervisor Antonovich's Office.
BACKGROUND
The City and Supervisor Antonovich's Office have a unique opportunity to create a new and
expanded civic center in the center of town that can accommodate many of the services the City
and County currently provides that need a larger space, as well as bringing in other services and
facilities as appropriate.
This is a great opportunity to capitalize on a tremendous County asset, utilizing a partnership
model among the City, Supervisor Antonovich's Office, and a private developer that owns
property on the proposed project site. The proposed location for this public and private
partnership is the block between Valencia Boulevard, Magic Mountain Parkway and Citrus
Street. Attached is a map that illustrates the proposed location.
In 20 years the Santa Clarita Valley is expected to have a population of 500,000. This
partnership opportunity will allow the County and the City to plan for this growth by providing
adequate facilities that will accommodate this imminent growth.
Currently, the one-story County facility is old, out-of-date, in need of repair and completely
outgrown. We are in desperate need of a new Sheriff's station, which can be accommodated on
this site, along with many other facilities such as the State court facilities, library and other
County services.

The Sheriff's Station was constructed in 1972 and was designed for 90 personnel. Today this
facility is bursting at the seams with 250 assigned personnel. With limited parking, a lack of
desk space and an out-of-date front desk and dispatch facilities, the station is stretched beyond its
limits.
There is a limited time opportunity with this public and private partnership .for the County to
dramatically increase the value of its property asset, resulting in future cost avoidance for
expansion of facilities, future modernization of the project and the opportunity to provide better,
more cost-effective services in the region.
L&R, the current owner of the Newhall Land building, which is located within this proposed
project area, is interested in finding a replacement use for this property. In addition, the City is
also aware that Westfield wants to begin their Master Plan process within the next two years.
This plan could open up an opportunity for a shared parking agreement between office and
commercial development.
The Mayor and the City Manager met with Supervisor Antonovich's Office, Sheriff Baca, L&R,
and Newhall Land to see if such an opportunity would be supported. The Fifth District Office
said that they would explore this partnership further with the City to determine whether to move
forward. The City Manager would like to continue discussions with the Fifth District and other
potential stakeholders..
Once all parties are supportive of the project, the next step would be to initiate a request for
proposal process (RFP) to find a qualified firm that can assist in conducting a feasibility study.
The purpose of the feasibility study would be to work with the key stakeholders to identify
critical goals and then test the feasibility of implementing them under various scenarios.
