SUBJECT: LIGHT EMITTING DIODE (LED) REPLACEMENT PROGRAM
FOR TRAFFIC SIGNALS PROJECT M0066, PHASE III - AWARD
CONTRACT
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Light Emitting Diode (LED)
Replacement Program, Project M0066.
2. Award the contract to Metro Parking & Traffic Systems for $150,912.00 plus a 15 percent
contingency in the amount of $22,637.00 for a total of $173,549.00.
3. Authorize the expenditure from Account M0066354-5161.001.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
In 2002, the California Energy Commission adopted standards for vehicular traffic signal lamps
and modules; adding standards for pedestrian lamps in 2004. State mandate now requires that
traffic signals statewide use energy-efficient LED technology.
Currently, 86 of the City's signalized intersections feature LED technology. This is the third
phase of a five-year program to replace incandescent traffic signal lamps with energy-efficient
LED modules and install pedestrian countdown modules at 30 intersections out of 172 existing
signalized intersections.
APPR ED
The existing incandescent traffic signal lamps within the City utilize 150 watts per lamp, while
the energy-efficient LED modules use only 10 watts per lamp. This 93 percent reduction in
energy consumption will save the City approximately $30,000.00 annually in utility costs.
Southern California Edison is also offering a rebate incentive of $16,000.00. This amount in
addition to the energy savings will recover the project installation costs within four years. The
incentive money will be used to implement Phase IV, which will be partially funded through a -
CIP budget request for Fiscal Year 2009-10.

The lowest responsive bid was received from Metro Parking & Traffic Systems in the amount of
$150,912.00. After reviewing the bid summary, ,staff verified the apparent low bidder's
contractor's license, sureties, and project references. Based upon this review, staff recommends
awarding the contract to Metro Parking & Traffic Systems in the amount of $150,912.00.
The scope of the project is to replace incandescent traffic signal lamps with energy-efficient LED
modules and install pedestrian countdown modules at 30 intersections.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds for the base project in the amount of $150,912.00 and the 15 percent contingency in the
amount of $22,637.00 have been appropriated into Account M0066354-5161.001 for a total of
$173,549.00.
