SUBJECT: LMD ZONE T-47 NORTHPARK SLOPE IMPROVEMENT

RECOMMENDED ACTION
City Council increase revenue Account 357-4022.021 (LMD Zone. T-47) by $132,560, and
appropriate $49,000 to LMD Zone T-47 in expenditure Account 12521-5141.001 for the
execution of a contract to address slope erosion issues within LMD Zone T-47.
BACKGROUND
On July 4, 2007, the County of Los Angeles transferred the Northpark Landscape Maintenance
District (LMD) to the City of Santa Clarita. Since that time, under the management of the City,
the LMD has overseen the replacement of the Northpark community's rail fencing, refurbished
the corner monuments, replaced lighting and lifted concrete, completed a major tree pruning, and
solved many irrigation issues. Staff meets regularly with the Homeowner's Association (HOA)
Board and has received favorable feedback for improving the aesthetic quality of their
community.
Since 2007, the City's Landscape Maintenance District has been working with the Northpark
HOA to improve a naturally occurring erosion condition exacerbated by the rains of 2005 to a
slope owned by the HOA and within the LMD maintenance boundary. Working with the City,
the HOA produced studies and design plans showing a landscape improvement treatment that
will eliminate the , erosion. The Northpark HOA has processed a permit through the City
concerning this slope issue and has requested assistance from the LMD to implement the
treatment. The treatment consists of planting posts and backboard on the slope and hand -filling
the eroded dirt back up the slope. The landscape company under contract with the City for
managing LMD Zone T-47 possesses the technical qualifications for providing these
erosion -control measures.

FISCAL IMPACT
In revenue Account 357-4022.021 (LMD Zone T-47) by $132,560, and appropriate
$49,000 to LMD Zone T-047 Account 12521-5141.001. There is no impact to the General Fund.
