RECOMMENDED ACTION
City Council authorize City Manager or designee to enter into a professional services agreement
with Crawford Multari & Clark Associates to prepare Stage 1 of the North Newhall Specific Plan
Environmental Impact Report (EIR) for the analysis of the relocation of the 13th Street at -grade
vehicular railroad crossing to the easterly extension of the Lyons Avenue crossing at -grade over
the railroad tracks connecting to Dockweiler Drive for a contract amounting to $169,820, plus a
15% contingency totaling $195,293. Funds for this effort have been secured through a previous
budget process and are located in account numbers 13100-5161.002 and S3023302 Dockweiler
account, Via Princessa Bridge and Thoroughfare District.
BACKGROUND
Circulation Element of the General Plan
The easterly extension Lyons Avenue and its connection to Dockweiler Drive has been in the
City's adopted General Plan Circulation Element Master Plan of Highways since 1991. It is
noted as a Major Highway with projected traffic volumes at build -out ranging from 25,000 to
35,000 average daily trips.
The City's desire for this extension is to accommodate regional and local transportation needs
and to provide economic stimulus to the City's redevelopment and Downtown Newhall areas. It
is proposed that this extension would be a relocation of an at -grade crossing as the 13th Street
at -grade crossing at San Fernando Road (being renamed Railroad Avenue) would be abandoned.
Proposed North Newhall Specific Plan
In summer 2006, the City initiated the North Newhall Specific Plan (NNSP), a 200 -acre project
adjacent to the entrance of Placenta Canyon. In developing the land planning and necessary
circulation patterns for this project, it was realized that gaining approval from the required state
and local agencies for the extension of Lyons Avenue would be difficult. City staff has decided
to defer further land and circulation planning of the NNSP until it is known if the Lyons Avenue
extension will be approved by regulating authorities --most notably the Public Utilities
Commission (PUC). In order to make application for this request to the PUC, a certified
environmental document is required. That is the basis for this work effort and contract request.
Independent of the ultimate determination of the NNSP, the City wants to pursue this at -grade
easterly extension of Lyons Avenue and the abandonment of the at -grade crossing at 13th Street.
As part of this environmental analysis for the relocation of the at -grade crossing to Lyons
Avenue, broader circulation patterns would be contemplated, including consideration of
Dockweiler Drive extending northwest to Via Princessa and evaluation of an additional
abandonment of an at -grade crossing at Drayton Street and/or Springbrook Avenue.
Upon final determination of the City's request to relocate the 13th Street at -grade railroad
crossing to the Lyons Avenue at -grade extension, a process to resume the land and circulation
planning of the NNSP will be established. This will consist of the appropriate community
participation, public outreach and environmental analysis.
Crawford Multari & Clark Associates (CMC)
This firm was chosen because it completed the EIR for the Downtown Newhall Specific Plan and
it was previously selected to prepare the EIR for the NNSP. This stage of the NNSP EIR will be
a portion of the overall NNSP EIR document.
ALTERNATIVE ACTIONS
Other action as directed by the Council.
FISCAL IMPACT
Funds for this environmental analysis have been secured through previous budget processes and
are located in account numbers 13100-5161.002 and 53023302 Dockweiler account, Via
Princessa Bridge and Thoroughfare District. There is no further impact to the City's General
Fund if the recommended action is approved by the Council.

The following presents our scope of work and budget for the preparation of the first stage of a two stage EIR
for the North Newhall Specific Plan and Lyons Avenue crossing, as well as the conceptual design of the
crossing. As we have discussed, this first stage will focus on the at -grade crossing at Lyons Avenue. We will
develop a scope of work for the second stage when we are certain the PUC will be granting permission for
the crossing.
Much of this effort will be concentrated on a traffic analysis to understand how Lyons Avenue will behave
with the crossing, including the extension of Dockweiler and Via Princessa. Omni Means will prepare the
analysis as set forth below. Dokken Engineering will prepare detailed drawings of the crossing.
The cost for crossing design and the preparation of the EIR is $169,820.

Introduction
The City of Santa Clarita will be the lead agency for the preparation of a Staged EIR' for the North Newhall
Specific Plan. The purpose of using a stage FIR is to avoid unnecessary and premature analysis, but focus
the review on the aspects of the project necessary to present to' the Public Utilities Commission for a grade
crossing permit.
The two components of the project are interdependent. The crossing change would not likely be done
without the development of the NNSP properties, and vice a versa. However, the threshold question of the
crossing carries a large environmental review -if all must be considered at once. Two separate documents
risk a challenge of segmenting. However, the Staged EIR is recognized as an exception to the Laurel Heights
requirement of detailing the entire project in a single EIR.'
The theory of segmenting is that one should not limit a project description so as to ,intentionally
or inadvertently avoid analysis of environmental. impacts. The Staged FIR contains an overt
acknowledgement that segmenting will not occur, because the entirety of the project will be contemplated.
However, the earlier stage will contain only what is necessary to resolve a threshold entitlement, in this
instance the PUC approval. The rest of the project can be dealt with "generally."
Stages of the EIR
STAGE 1: This FIR is focused upon environmental effects of establishing an at -grade crossing at
Lyons Avenue, pursuant to the City's General Plan.
The complete circulation system contemplated for the project would be described; Lyons crossing,
Dockweiler extension, Via Princessa connection, 13th Street crossing abandonment, .one of the two
suggested other abandonments, and perhaps improvements to San Fernando Rd crossing.
The work will include detailed design and analysis of the crossing; lane configuration, signal timing,
gate design, etc. such that the PUC permit requirements are satisfied. Everything else (various road
extensions and the development) would be generalized in a programmatic approach. The traffic
analysis, prepared by Omni Means, is described"below.
The Stage 1 document would be certified and becomes the basis for the PUC process. When that is
satisfied, we prepare:
STAGE 2: Detailed analysis of Dockweiler and Via Princessa extensions and a full analysis of the
NNSP development. Here we analyze Specific Plan site biology, geotechnical, archaeology, etc.
This would bear most of the analytical burden of the two stages, and the associated cost.
1 15167. Staged EIR
(a) Where a large capital project will require a number of discretionary approvals from government agencies and one of the
approvals will occur more than two years before construction will begin, a staged EIR may be prepared covering the entire project in
a general form. The staged EIR shall evaluate the proposal in light of current and contemplated plans and produce an informed
estimate of the environmental consequences of the entire project. The aspect of the project before the public agency for approval
shall be discussed with a greater degree of specificity.
(b) When a staged EIR has been prepared, a supplement to the EIR shall be prepared when a later approval is required for the
project, and the information available at the time of the later approval would permit consideration of additional environmental
impacts, mitigation measures, or reasonable -alternatives to the project.

Notice of Preparation/Initial Study
2. Scoping Meeting: CMCA will hold a scoping meeting during the NOP process to allow for public
input.
3. Project Description: CMCA will work with staff to complete a detailed project description, including
definition of the project objectives. CMCA will revise the project description and outline based on
comments received during the review.
Deliverables —Draft Project Description
4. ADEIR
Team Meeting
CMCA proposes to hold a comprehensive meeting with City staff and representatives of the planning team,
to identify and outline the environmental effects of the project. The result of the meeting will be an annotated
outline of the EIR. The workshop will also result in the identification of project alternatives.
Deliverables — Ten (10) copies and one digital version of the annotated outline for the team
The Consultants will work with staff to prepare an Administrative Draft EIR in compliance with CEQA. The
document will generally be organized as follows:

CMCA will prepare an environmental setting based largely on existing information. The environmental
setting will provide the baseline for analysis in the EIR. CMCA will also prepare an impact analysis pursuant
to CEQA requirements. The impact analysis will be organized as follows:

The following topics correspond to potential Administrative Draft EIR chapters. The level of detail in the first
stage EIR will be general, in a more programmatic format and content for areas outside the immediate
vicinity of the crossing. The second stage will provide project -level analysis for the Specific Plan area.
Geology. The geologic impact discussion will address geologic hazards with particular emphasis on
slope stability and erosion. 'Impacts will be based on information in existing literature. A
geotechnical study is specifically excluded from this scope and budget. A grading plan is not
expected to be available .for this EIR and the scope for the EIR excludes preparation of such a_ plan.
The work mentioned above will be included in thesecond stage of the EIR.
Hydrology. CMCA will assess the impacts of the project related to hydrology and water quality. It is
assumed that infrastructure. will be engineered to be sufficient to handle stormwater flows from the
project, and will be designed and built to City standards.
Biology. A biologist will assess general habitat and species potential, access databases, and prepare
the impact analysis for biological resources. Specific protocol -level species surveys and wetlands
delineations are excluded from this Stage 1 scope.
Cultural Resources. A review of existing literature and state and local records will be performed.
Hazardous Materials. CMCA will address the potential for hazards and hazardous materials on site
through review of environmental databases and existing literature.
Traffic. The traffic study will be prepared by Omni Means as described below. 'A detailed design of
the crossing will.be prepared by Dokken Engineering, described below.
Air Quality. The air quality analysis will be prepared in accordance with the South Coast Air Quality
Management District CEQA Handbook. CMCA will assess construction and operational emissions
based on phasing and traffic as outlined in the plan. CMCA will utilize URBEMIS 2007 for Windows
to model emissions.
Noise. CMCA will prepare a noise impact analysis, including a discussion of construction noise
impacts and modeling of operational noise impacts from increased traffic.
Public Services. CMCA will describe the impacts of the project on utilities and services. This section
will include analysis of impacts to schools, and water and wastewater, on a general level. This
section will not include a water supply assessment pursuant to SB610, but that will be done at the
second stage of the EIR.
Public Safety. CMCA will address the impacts to public safety from the relocation and increase of
use of the at -grade crossing. CMCA will coordinate with the PUC to identify the appropriate level of
analysis. required to satisfy the entitlement process for the crossing. This will be one of the -substantive
components for the Stage 1 EIR.
Aesthetics. CMCA will determine the impacts of the crossing using the VRMS system, which takes
into consideration visual quality, visual character, and viewer sensitivity. Simulations are .not included
in this proposal.
Planning Consistency. This section will include a determination of the proposed project's consistency
with the City's adopted plans, ordinances, and policies, and regional planning documents.

Other Sections (Growth -inducing, Alternatives). The EIR will include a discussion of the growth -
inducing effects of the project, including extension of public services, commitment of resources, and
secondary growth in the residential and commercial sector. This section will also include a summary
of significant, irreversible impacts. It will also address greenhouse gas emissions (alternatively, that
discussion may reside in Air Quality).
Alternatives. CMCA will.work with staff to develop alternatives aimed atthe reduction of significant
impacts. The analysis will include a comparison of the alternatives, and will include a determination
of the environmentally superior alternative. The level of detail of the analysis will be less than the
proposed project. The alternatives will focus on various locations of the crossing and various
permutations of the roadway connections included in the project description, most notably with
regard to Dockweiler and Via Princessa.
Deliverables — 5) copies of the ADEIR
5. DEIR
Response to Comments and DEIR,Production. CMCA will incorporate comments from staff and
prepare a Draft EIR suitable for circulation. CMCA will provide all required notices for the Draft EIR.
Deliverables — 30 copies and 60 CDs of the EIR, 10 copies and 60 CDs of the Technical Appendices.
6. FEIR
Response to Comments, Document Edits, MMRP, FEIR Production. The FEIR will include response to
comments, the mitigation monitoring and reporting plan, and any edits or errata. For the purpose of
budgeting, it is assumed that 30 letters with five substantive comments each will be addressed.
Deliverables — 30 copies and 60 CDs of the FEIR
Meeting & Hearings
CMCA will attend eight staff meetings/hearings (2 Planning Commission, 2 City Council and others as
determined by staff). Omni Means and Dokken will attend one staff meeting and one hearing.
Lyons Avenue Crossing Study
As requested, Dokken Engineering has reviewed the project and proposes to provide the following services
as needed:
Hydraulics and Hydrology — Dokken Engineering will prepare a Location Hydraulic Study (with a
Floodplain Evaluation Report Summary) and a Hydraulic and Hydrology Report for the proposed
creek crossing. It is assumed that an appropriate design Q by City Development Services and
topographic data by City GIS will be provided.

• Bridge Advance Planning Studies — Dokken Engineering will prepare bridge advance planning
studies for all feasible alternatives. The studies will consist of preliminary design of .the bridge
alternatives and will include bridge plan, profile, and cross section. Preliminary construction cost
estimates will also be provided. It is assumed that road geometrics and topographic data will be
provided by Omni Means and City GIS, respectively.
Proposed Fee: $12,000
• Preliminary Drainage Report — Dokken Engineering will prepare a preliminary drainage report that
reviews existing drainage facilities and recommends drainage improvements associated with the
proposed project. The report will include associated construction cost estimates, a description of any
required permanent BMP's, and the footprint of the proposed improvements.
Proposed Fee: $5,000
• Preliminary Design — Dokken Engineering will prepare project geometrics, right of way impact maps,
and construction cost estimates. It is assumed that some modification to the profile and Lyons
Avenue and Railroad Avenue will be required. Dokken Engineering will coordinate with Omni-
Means.to determine appropriate traffic lane geometry based on the results of their traffic studies.
Proposed Fee: $15,000
All work will be performed to appropriate City, County, and State standards. All work can be completed
within four weeks of receipt of notice to proceed. Meetings will be held with City staff, Omni -Means staff,
and Crawford, MUltari' & Clark staff as needed and requested. It is my understanding that we will be
performing this work as a subconsultant to Crawford, Multari and Clark.
Topographic Survey 1
A $10,000 allowance has been made for the possible inclusion of a topographic survey of the area if necessary
to verify existing GIS topographic information.

Schedule
The table below sets forth an approximate schedule (in months) for completing the two stages of the EIR.
Depending on turn -around between work efforts, the timing could accelerate or slowdown. The length of
time for PUC permitting is unknown. Once that effort is anticipated to be successful, then it will be prudent
to begin in earnest on the second stage.
Budget
The budget is set forth on the next page. The total cost .for the project is $169,820. This includes the traffic
study by Omni Means, as well as their design work for the crossing. It includes 8 hearings and meetings,
and completion of the FIR through the final document and the mitigation monitoring plan.

RE: PROPOSAL — North Newhall Railroad Crossing EIR — Traffic Impact Study and Geometric

In response to your request, Omni -Means is pleased to assist you on the preparation of a traffic impact analysis
for a proposed relocation of an at -grade railroad crossing at 13`h Street to a proposed new extension of Lyons
Avenue to Dockweiler Road in the Newhall area of the City of Santa Clarita. As understood, the proposed
project will include the closure of at the 13`h Street railroad crossing and possibly other locations. Also, the
proposed North Newhall area will include a connection of Dockweiler Road to Via Princessa. Additionally, as
understood, this environmental document is intended to be the initial stage of multiple environmental documents
for the development of the area. In that the level and type of development potential of the area hinges ori whether
a new at -grade Lyons Avenue crossing could be constructed, early Public Utilities Commission (PUC) approval
was key prior to any major investment of time and money towards further planning and entitlement of land.
Therefore, upon when PUC permission is understood, further environmental analysis can then be pursued.
In an effort to continue to move forward with some planning for the area, a task has been added that will
determine the geometric design of the Lyons extension improvement requirements over the railroad tracks and
intersection with Railroad Avenue based on the outcome of this traffic analysis.
Attached with this letter are a detailed work plan, including work tasks, schedule and cost infonnation.
As presented in the attached material, the draft traffic study will be completed within ten (10) weeks of receiving
authorization to proceed (not including comment time on the Memorandum of Assumptions). We will send the
draft report to you and the City for review and cornrnent at the completion of that timeframe. Following yours
and City review, Omni -Means will incorporate all comments to finalize the report within a two (2) week period.
Our fee to perform this work will be $29,400 as sununarized in the attached Section C. We have included one
(1) meeting in this current scope of work and one public hearing. Additional meetings that are required will be
left to your discretion. We will be available to attend these meetings only with your prior authorization. These
meetings would be billed on a Time and Materials basis.

TRAFFIC IMPACT STUDY AND GEOMETRIC DESIGN

PHASE I — INITIAL MEETINGS, DATA COLLECTION AND PROJECT MANAGEMENT
Task 1 Proiect Management. Omni -Means will review all project related material, including; site maps,
land use quantities; site access locations, project descriptions, project applications, past traffic studies,
recent traffic studies within the study area, agency transportation planning documents (including
general plan circulations elements, and/or specific plan circulation elements). The Project Manager
will meet with the City of Santa Clarita to review this updated Scope of Work, and to ascertain any
changes relative to their requirements. We will also obtain any additional information which the City
may have pertinent to this project. One meeting and one public hearing are included within this task.
Additional meetings and/or public hearings will be upon additional written authorization.
Task 2 Data Collection. Relevant traffic and development data from the local study area will be collected to
provide a data base of existing and future conditions. This data would include traffic counts, existing
development, planned development proposals, improvement plans and scheduling, etc. Weekday
daily, AM and PM peak hour counts will be obtained at the following locations:

Task 3 Memorandum of Assumptions. Prior to completion of the following work tasks, Omni -Means will
prepare a detailed Memorandum of Assumptions that documents all technical assumptions that will
be used to complete the study. These assumptions will include; trip generation rates, directional
distribution estimates, capacity analysis methodologies, and traffic growth rates and/or fixture model
projections for weekday AM and PM peak periods. The Memorandum will be submitted to the City
for review and comment. If adjustments are required, a second draft will be resubmitted for final
approval.
PHASE II — EXISTING TRAFFIC CONDITIONS ANALYSIS
Task 4 Existing Conditions Analysis. Based on the data collected in Task 2, the existing traffic conditions
will be analyzed. All critical roadways and intersections in the vicinity of the proposed project (as
listed in Task 2) will be described in terms of functional classification, roadway geometries, number
of travel lanes, current traffic volumes, and intersection spacing. Roadway and intersection weekday
AM and PM peak hour analyses will be completed for these conditions.

Task 5 Estimate Short Term Trip Generation/Distribution/Assignment. The estimate of short term trip
generation/distribution/assignment will be derived from the "interim -year" traffic model projections
prepared by the City. These traffic model projections will reflect, as schedule permits, the most
.current efforts to update the Citywide traffic model as a part of OVOV.
Task 6 Short Term Conditions Analysis. Based on the results of Task 5, the interim (2010) weekday AM
and PM peak hour traffic projections will be obtained for four (4) alternative circulation concepts as
follows.
• Existing Circulation System plus extension of Dockweiler, to 13'h Street,
• Existing Circulation System plus extension of Dockweiler to Via Princessa with existing 13`h
Street connection,
• Existing Circulation System plus extension of Dockweiler to Via Princessa with 13`h Street
closed and Lyons Avenue extended at grade across the railroad tracks.
• Existing Circulation System plus extension of Dockweiler to Via Princessa with 13'h Street
closed and Lyons Avenue extended with a grade separated crossing of the railroad tracks.
The potential LOS impacts of the short term conditions will be quantified, by.coimparison of Existing
conditions to Short Term conditions at all study area critical intersections and roadways for each of
the concepts.
PHASE III — FUTURE CONDITIONS ANALYSIS
Task 7 Year 2030 Cumulative Conditions. `Year 2030 Cumulative weekday AM and PM peak hour trip
volumes will be developed based upon travel forecasts obtained from the City of Santa Clarita's
Traffic Model for the same four alternative circulation conditions studied under Short Term
Conditions, as follows.
• Existing Circulation System plus extension of Dockweiler to 13'h Street,
• Existing Circulation System plus extension of Dockweiler to Via Princessa with existing 13`'
Street connection,
• Existing Circulation System phis extension of Dockweiler to Via Princessa with 13`h Street
closed and Lyons Avenue extended at grade across the railroad tracks.
• Existing Circulation System plus extension of Dockweiler to Via Princessa with 13th Street
closed and Lyons Avenue extended with a grade separated crossing of the railroad tracks.
Again, these traffic model projections will reflect, as schedule permits, the most current efforts to
update the Citywide traffic model as a part of OVOV. Adjustments to this modeled data will then be
completed to obtain the AM and PM peak hour turning movement forecasts within the study area.
Intersection and roadway capacity analyses will be completed using these volumes at all critical
intersection and roadways.

TRAFFIC IMPACT STUDY AND GEOMETRIC DESIGN

Task 8 Mitigation Measures. Intersection and roadway improvements required to mitigate the traffic
impacts identified in Tasks 4, 6 and 7 for the circulation alternatives studied will be documented.
These improvements could include, but are not limited to, intersection, roadway widening,
signalization, channelization, turning movement restrictions, road and access closure, additional
facilities, or TDM measures.. Levels of Service values will be reported for each of these mitigated
conditions.
Task 9 Geometric Desien of the Lvons Avenue Extension Railroad Crossing and Lvons/Railroad
intersection. Based on the above traffic analysis of the Lyons Avenue extension circulation concept,
the geometric design of the extension and intersection with Railroad Avenue will be determined.
Number of through lanes and turn channelization for both right and left turn movement will be
identified recognizing the limitations of the closely spaced railroad crossing and Railroad Avenue
intersection. This geometric design will then be provided to Dokken Engineering so as to derive a
preliminary engineering design of the extension given the topographic, railroad, creek and other
physical constraints in creating the crossing, including raising Railroad Avenue to meet grade with
the adjacent railroad tracks.
PHASE IV — REPORT PREPARATION AND AGENCY MEETINGS
Task 10 Prepare Draft Report/Draft EIR. The analysis conducted in Tasks 1 through 9 will be summarized
in text, tables, and figures to explain the technical evaluation and recommendations. Copies of the
draft report will be prepared and submitted to you and the City for their review and comment.
Task 11 Prepare Final Report. Following review of the Draft Report by you and the City, Omni -Means
will edit accordingly to create a Final Report. Within this Scope of Work, one public hearing is
included and budgeted under Task 1. Attendance .at additional meetings or public hearings will
require additional authorization.

As outlined in the following spreadsheet, the draft -traffic study will be completed within ten (10) weeks of
receiving authorization to proceed, not including agency comment time on the Memorandum of Assumptions.
Upon receiving comments on the draft report, Omni -Means will edit and prepare the Final Report within an
additional two (2) week period of time. Our fee to perforin this work is $29,400 as surnrnarized below. We have
included one (1) meeting and one (1) public hearing.
