PROJECT F2007 - AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council and the Redevelopment Agency:
1. Award a contract for professional services to LPA, Inc. for architectural design services for
the proposed Old Town Newhall Library, Project F2007, in the amount of $320,000, plus a
contingency in the amount of $20,000, for a total of $340,000.
2. Authorize the City Manager or designee to execute agreements with utility companies for the
relocation of existing utilities within the library site.
3. Authorize the City Manager or designee to modify the award in the event other issues of
impossibility of performance arise and execute all documents, subject to City Attorney
approval.
4. Decrease Account F2007601-5161.001 (General Fund) by $1,000,000 and increase Account
F2007390-5161.001 (RDA Non -Housing Bond Proceeds) by $1,000,000.
BACKGROUND
In accordance with the Downtown Newhall Specific Plan, adopted December 22, 2005, by the
City Council and Redevelopment Agency, staff is proceeding with the award of the design
contract for the proposed Old Town Newhall Library. Staff reviewed the qualifications of eight
architectural firms and asked five firms to submit proposals. The five firms who submitted

proposals were Charles Walton Associates of Glendale, gkkworks of Glendale, Gonzalez
Goodale of Pasadena, Harley Ellis Devereaux of Los Angeles, and LPA, Inc. of Irvine. Based on
technical qualifications, library experience, familiarity with multiuse projects, and complete
understanding of the project, LPA, Inc. is recommended for the professional architectural design
services for the project.
The scope of services for this contract includes working with the City and the Los Angeles
County library consultant to verify the building program, determining an overall conceptual plan
for the site including parking and open space, creating a schematic interior space plan, furniture
and equipment lay outs, and a conceptual elevation study which will determine the overall
direction for the exterior aesthetic of the,library and the library site. Initial studies will also
determine the sustainable strategies to be explored as part of the library design.
The schematic studies will be the result of community workshops, along with user group, city
staff, and library design committee meetings. Schematic design is a critical phase in the design
process where expectations are set and budget and schedule are established. This phase
establishes the general scope, preliminary design, scale, and relationships among the components
of the project. The primary objective is to develop a clearly defined direction. Once the building
program has been determined and the site and schematic design is completed, an increase in the
contract for LPA, Inc. to prepare design development and construction documents will be
submitted to the City Council for approval.
The site and schematic design of the library includes identification of utilities and evaluation of
the impacts to the site, which may require relocation of utilities. Additional agreements with
various utility companies may be needed to relocate utilities. These agreements will be separate
from architectural design services.

FISCAL IMPACT
The funds are currently budgeted in General Fund account F2007601-5161.001. Upon approval
of the recommended action by the City Council, the funding source will be Redevelopment
Agency Non -Housing Bond Proceeds account F2007390-5161.001.
