SUBJECT: PERCENT FOR THE ARTS OVERVIEW

RECOMMENDED ACTION
City Council receive report regarding the concept of a Percent for the Arts program.
BACKGROUND '
This item is being presented at the request of Councilmember Boydston. The concept of a
Percent for the Arts program generally requires all private and public projects over a specified
value, excluding any single-family residential projects, to allocate a portion of the total project
costs to finance an art project according to pre -established requirements.
For example, if the specified value were to be $500,000 and the specified percentage were to be
I%, then all private and public projects over $500,000 in value would be required to allocate I%
of the total project costs (in this example $5,000) to finance an art project according to an
established Percent for the Arts Ordinance. Furthermore, private development projects could
choose to either finance the art project or pay the 1% to a City Art Fund, which would be used for
public art in the City. All public projects initiated by the City of Santa Clarita could also be
required to contribute I% of the total project cost to public art.
Staff has performed some research on this proposed program and has gathered some information;
however, further research is required to thoroughly identify the total benefits, challenges, and
impacts of this proposed program. Staff also recommends that the City conduct public meetings
to get input from the community and obtain feedback from developers and businesses.
If the Council supports the concept of a Percent for the Arts program, the next steps would be to
finalize the research, conduct a public process, develop a proposed ordinance, present the
information to the Arts Advisory Committee, the Parks, Recreation, and Community Services
Commission, the Planning Commission, andthenreturn to the City Council.
