HomeMy WebLinkAbout2008-12-09 - AGENDA REPORTS - PHOTO RED LIGHT ENFORCEMENT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 7 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: December 9, 2008 V V, Andrew Yi REDFLEX TRAFFIC SYSTEMS, INC., CONTRACT RENEWAL FOR THE PHOTO RED LIGHT ENFORCEMENT PROGRAM Public Works RECOMMENDED ACTION City Council renew the contract with Redflex Traffic Systems, Inc., for a five-year period not to exceed $3,200,000 and authorize the City Manager or designee to execute up to two 2 -year options not to exceed $1,280,000 each plus consumer price index increases contingent upon the appropriation of funds by the City Council in the annual budget for each fiscal year. 2. Authorize the City Manager or designee to execute all contracts plus extensions and associated documents, subject to City Attorney review. BACKGROUND In November 2003, the City Council approved the implementation of a Citywide Red Light Photo Enforcement Program with up to 20 intersections and awarded a five-year contract to Redflex Traffic Systems, Inc., (RTS) to provide the red light photo enforcement equipment. The City's compensation to RTS in the current 2003 contract is based on the number of citations generated. In 2004, the California Vehicle Code was changed to require any new or existing red light photo enforcement contracts that are renewed, extended, or amended to not provide payment or compensation based on the number of citations generated or a percentage of the revenue generated. The contract renewal will modify compensation to RTS to a flat fee per approach monitored by the red light photo enforcement equipment to comply with existing California law. The City will also continue to be responsible for charges relating to communications between RTS equipment and RTS offices. Based on current data, staff estimates the modification of contract language will not exceed the current annual budget of $640,000 for this service. A total of 11 approaches at 8 intersections are currently equipped with the red light photo enforcement equipment. A comparison of accident data collected prior to implementation of the program to accident data collected after implementation revealed that collisions involving red light violations decreased by 58 percent, broadside collisions decreased 44 percent, injury collisions decreased 6 percent, and rear -end collisions remained flat. The use of the red light photo cameras and resulting traffic citations has met the City's objective of giving the City another tool to improve traffic, community, and pedestrian safety. Based on performance history of the vendor for the past five years and utilizing existing equipment and sensors already installed at the intersections, staff recommends renewing the contract with RTS at an estimated annual cost of $640,000. This is the most cost-effective move as it eliminates any up -front capital costs and down time associated with selecting a different vendor. The cost breakdown includes $4,000 per approach monitored. Currently, there are 11 approaches (see attached list). The monthly cost for all approaches totals $44,000, which equals an annual cost of $528,000. The remaining funds are used for data communications between RTS equipment and RTS offices and for repairs of detection loops and signal equipment due to City work. FISCAL IMPACT The current annual budget for the Red Light Photo Enforcement Program is $640,000 and funds are available in Account 14400-5161.001. The annual estimated cost for the contract is $640,000 and is expected to be fully funded by revenue generated through violator citations.
