SUBJECT: PARCEL MAP 60821 (RESIDENTIAL SUBDIVISION, SAND
CANYON) - APPROVAL OF FINAL MAP AND ACCEPTANCE
OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map 60821 (Residential subdivision, Sand Canyon).
2. Accept on behalf of the public, the right to prohibit the erection or construction of any
buildings or structures within the floodway so designated on the map and the right to restrict
the erection or construction of any buildings or structures within the flood hazard areas so
designated on the map.
Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Certificate
on the face of Parcel Map 60821, which indicates that all special assessments levied by the
City have been paid.
5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map 60821, which
embodies the approval of said map and the acceptance of the dedications shown thereon.
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Parcel Map 60821, and
pursuant to the conditions for the final approval of said map for which security has been

posted, shall be constructed and completed; and to endorse the Statement on the face of
Parcel Map 60821, which provides for verification of substantial conformance with the
Tentative Map and all provisions of local ordinances and state laws applicable at the time of
approval.
BACKGROUND
Parcel Map 60821 (Residential subdivision, Sand Canyon) is the only phase of Tentative Parcel
Map 60821 deemed to be 'in substantial conformance with the principles and standards required
by the Unified Development Code and approved by the Planning Commission on April 19, 2005.
The map consists of approximately 9.9 acres, is located at the southeasterly corner of Triumph
Avenue and Canyon Oak Road, and is owned by Leo and Sharon Kenneally.
This map is a subdivision of a portion of the north half of the southwest quarter of the northeast
quarter of Section 26, Township 4 North, Range 15 West, San Bernardino Meridian, and is
creating four single-family residential parcels. Water rights have been secured for the parcels.
The Quimby requirement of $28,449 has been satisfied for this phase by the payment made to the
City. Bridge and Thoroughfare (B&T) fees totaling $48,600 (per Eastside B&T District fees)
have been fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City
Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):.
Bridge and Thoroughfare Fees: $48,600
(Eastside District, Account 301-4542.001)
Transit Mitigation Fee: $600
Quimby Fee: $28,449
