AWARD RENEWAL OF BANNER HANGING CONTRACT

RECOMMENDED ACTION
City Council award a contract to Dangling Carrot Creative for the City of Santa Clarita banner
services in the amount not to exceed $150,000, authorize the City Manager or designee to
execute all contracts and associated documents, and execute up to three (3) annual renewal
options not to exceed the above annual amount plus Consumer Price Index (CPI) adjustments,
contingent upon the appropriation of funds by the City Council in the annual budget for such
Fiscal Year, subject to City Attorney approval.
BACKGROUND
In July 2007, staff successfully conducted a bid for a Citywide Banner Program, and awarded the
contract to Dangling Carrot Creative. Dangling Carrot Creative has provided area non -profits,
hosts of tourism events, and the City of Santa Clarita excellent service throughout the contract
term. With this contract, the City has been able to provide area nonprofits and hosts of tourism
events the ability to advertise a community event using the Citywide Banner Program. The City
does not expend any City funds in providing this professional service to area nonprofits and hosts
of tourism events. The City only incurs costs for banners that are requested by staff for City -held
events or when sponsoring selected events.
Staff would like to initiate a new contract for FY 2008-2009, with the same terms as the 2007
contract except for price increases consistent with the Consumer Price Index (CPI). The CPI that
is applied on this contract is 5.7% and was calculated for the period of July 2007 to July 2008 by
the US Bureau of Labor Statistics for Los Angeles County. Staff believes instituting this contract
with the price increase of 5.7% will continue to provide the City with good value.

Since the contract was implemented, area nonprofits, host of tourism events, and the City
contact Dangling Carrot Creative for all banner requirements, including adherence to a
City -approved paseo and street banner template, scheduling, installation and removal of the
banners consistent with the public right-of-way safety guidelines. Additionally, Dangling Carrot
Creative has offered the City and these other organizations a menu of optional services at a
competitive cost.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
With this contract, area nonprofits and hosts of tourism events will pay Dangling Carrot Creative
directly for services consistent with the contract. The City will not expend any City funds in
providing this professional service to area nonprofits and hosts of tourism events.
Additionally if awarded, City staff will continue to use the Citywide Banner Program to promote
City events. City staff from multiple divisions use the program. Accordingly, funds for the
Citywide Banner Program have been approved and budgeted in multiple divisions, the total
expenditures of which would not exceed $150,000.
