Home My WebLink About2008-10-14 - AGENDA REPORTS - RESCISSION RESO LA GLORITA (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: ff CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: October 14, 2008 RESCISSION OF CITY COUNCIL RESOLUTION NO. 96-119 TO REESTABLISH PARKING ALONG THE SOUTH SIDE OF LA GLORITA CIRCLE ADJACENT TO WILEY CANYON ELEMENTARY SCHOOL Public Works RECOMMENDED ACTION City Council adopt a resolution rescinding Resolution No. 96-119 to reestablish parking along the south side of La Glorita Circle extending from136 feet west of Wiley Canyon Road to 316 feet west of Wiley Canyon Road adjacent to Wiley Canyon Elementary School for a total of 180 feet. The location is identified in attached Exhibit "A." BACKGROUND On September 10, 1996, at the request of Wiley Canyon Elementary, City Council adopted Resolution No. 96-119 (Exhibit "B") to establish 180 feet of no -parking zone along the south side of La Glorita Circle adjacent to the school for passenger loading and unloading during the school's drop off and dismissal times (Exhibit "C"). In 2001, the school established the Parking Lot Valet Program in which vehicles utilize the west side (southbound direction) of Wiley Canyon Road, south of La Glorita Circle as a staging area to line up before entering school property. Since the Parking Lot Valet Program has been in effect and successfully utilized, the existing no -parking zone along the south side of La Glorita Circle is no longer necessary. Wiley Canyon Elementary School has requested that parking be restored to provide additional on -street parking to meet the parking demand for school parents. AND 1:00-3:00 P.M. DURING SCHOOL DAYS WHEREAS, a request was made to establish a passenger loading/unloading zone on the south side of La Glorita Circle, in front of the Wiley Canyon Elementary School; and WHEREAS, it was consistent with the normal traffic engineering practices to establish a passenger loadinglunloading zone near the school; and WHEREAS, Section 22507 of the State of California Vehicle Code (CVC) provides local authorities to prohibit the stopping, parking, or parking of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the parking of vehicles on the following streets or highways, or portion thereof, shall be prohibited between the hours of 7:00 - 9:00 a.m. and 1:00 - 3:00 p.m. during school days: A Along the south side of La Glorita Circle from 136 feet west of to 316 feet west of Wiley Canyon Road in front of the Wiley Canyon Elementary School. SECTION 2. That the parking of vehicles on the following streets or highways, or portion thereof, shall be allowed: A. Along the south side of La Glorita Circle from 392 feet west of to 452 feet west of Wiley Canyon Road adjacent to the Wiley Canyon Elementary School. SECTION 3. That the prohibitions of vehicle parking shall apply when appropriate signs and/or curb markings giving adequate notice thereof have been placed as described in Section 1. SECTION 4. That staff shall install the necessary signs and/or curb markings to effect this resolution.
