AWARD CONTRACT FOR BATTERY BACKUP SIGNALIZED
RAILROAD INTERSECTIONS

RECOMMENDED ACTION
City Council award the contract for the purchase of battery backup systems to JTB
Supply Company in the amount of $109,894, plus a contingency amount of $10,000; and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This project is intended to install battery backup systems at 9 signalized intersections located
near railroad crossings to enhance public safety. Battery backup systems provide reliable
emergency power to the traffic signals in the event of power failures or interruptions. By
providing emergency power, a traffic signal can continue to operate and clear stopped vehicles
from the railroad tracks. In addition, pedestrians may continue to safely utilize crosswalks within
the signalized intersection. This project will also upgrade existing battery backup systems at 35
locations and replace existing batteries that have surpassed the service life expectancies.
Battery backup systems will be installed at the following intersections:
1. Soledad Canyon Road and Golden Oak Road
2. Soledad Canyon Road and Ruether Avenue
3. Soledad Canyon Road and Rainbow Glen Drive
4. Golden Triangle Road and Ruether Avenue
5. Railroad Avenue and Drayton Street
6. Railroad Avenue and 13th Street
7. Railroad Avenue and Oakridge Drive
8. Railroad Avenue and Market Street
9. Newhall Avenue and Railroad Avenue

In February 2008, Public Works advertised for bids for battery backup systems. The bids were
opened on March 10, 2008. One bid was received in the amount of $109,893.24 from JTB
Supply Company of Orange, California. After reviewing the bid summary, staff recommends
awarding the contract to JTB Supply Company, the apparent lowest bidder, in the amount of
$109,893.24.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT -
Sufficient funds to purchase this equipment are available in Account C0032354-5161.001.
